Dear Madame Secretary,

Since Sag Harbor is less than 20 miles hm the Millstone Nuclear Plant in Wa:erford, Conn., and since the NRC has refused to extend the 10 mile emergency zone to include Long Island emergency planning is of extreme interest to the residents of the East End.

I want to urge that the emergency planning regulaticn be amended to REQUIRE the availability of potassium iodide (KI) for the public in the event of nuclear accidents. The regulation as it is new worded... " the proposed rule would require that CONSIDERATION shall be given to include potassium iodide.." has no teeth and must be changed.

The. nucicar' industry should bear the cost; government agencies should have the responsibility of feeing th'it potentially effe:ted communities have local stockpiles of potassium

' iodide. NRC's ihnounced. plan for regional stockpiling should be antended; local stockpiling is necessary to make the distribution of KI possible in an emergency; KI is not effective afw six t

There is no reason why the NRC should not make these changes. Yoer mission is to protect the public's- health and' safety. Picase consider the people of Long Island who are not protected and who cannot, given our topography and highway system, evacuate in the case of
