Dear Madame Secretary,

Since Sag Harbor is less than 20 miles from the Millstone Nuclear Plant in Waterford.

Conn., and since the NRC has refused to extend the 10 mile emergency zone to include 1.ong Island emergency planning is of extreme interest to the residents of the East End.

I want to urge that the emergency planning regulation be amended to REQUIRE the availability of potassium iodide (KI) for the public in the esent of nuclear accidents. The regulation as it is new worded... " the proposed rule would require titat CONSIDERATION shall be given to include potassium iodide.." has no teeth and mun be changed.

The nuclear ' industry should bear the cost; government agencies should hase the responsibility of seeing thit potentially effected commur. ides have local stockpiles of potassium iodide. NRC's aitnounced. plan for regional stockpiling should be amended; local stockpiling is necessary to make the distribution of KI possible in an emergency; KI is not effective after six

' hours it must be stockpiled in schools,hospitats, fire, police and other municip&l centers.

There is no reason why the NRC should not make these changes. You mission is to protect the public's health and safety. Please consider the people of Long Island who are not protected and who cannot, given ocr topography and highway system, evacuate in the case of ")
