Dear Mr. Kennedy:

I am forwarding a copy of the final After Action Report (AAR) for the Diablo Canyon Power Plant (DCPP) Ingestion Phase Exercise (IPX), which was conducted on November 2 - 4, 2016, and on December 8, 2016, with the California Department of Public Health's Off-site Drinking Water and Radiation Laboratory (DWRL) Drill.

The purpose of the IPX and DWRL Drill was to assess the level of State and local preparedness in responding to a radiological event occurring at DCPP. The final AAR was prepared in coordination with the DCPP Off-site Response Organizations (ORO).

No Level 1 Findings or Plan Issues were identified during the exercise. One Level 2 (L2) Finding was identified, re-demonstrated and closed during the IPX. In addition to the L2 Finding, there were two Plan Issues and one Area Requiring Corrective Action from a previous IPX and DWRL Drill that were clos.ed based on the successful demonstrated criteria during the 2016 IPX and DWRL Drill.

Based on FEMA's evaluation of demonstrated criteria for the IPX and DWRL Drill, the capabilities of the state of California and the affected OROs are adequate to provide continued reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at DCPP.

Therefore, the Code of Federal Regulations, Title 44 § 350 approval of the Off-site radiological emergency response plans and preparedness for the state of California and the affected OROs site:.

specific to DCPP, will remain in effect.
