Dear Mr. Ray:

The Nuclear Regulatory Commission (NRC) Office of Investigations (OI) have completed their investigation regarding alleged misconduct by Oconee Operations Training staff.

The NRC determined that there was insufficient evidence to substantiate the allegation that certain Oconee Operations Training staff deliberately committed any actions related to the following:

1. Failed to perform a periodic review of Non-Licensed Operator (NLO) training tasks.

2. Reduced the Difficulty, Importance, Frequency (DIF) ratings for certain NLO training tasks in the official site records system.

3. Added certain NLO training tasks to NLO continuing training program without the required authorization by the applicable review committee.

4. Prevented a former associate nuclear instructor from identifying and correcting the task-to-training linkage.

5. Provided incomplete and inaccurate information concerning the initial and continuing NLO training.

We plan no further action with regard to this matter. Should you have any questions concerning this letter, please contact us.
