REVISION OF SCHEDULE FOR THE CONDUCT OF ENVIRONMENTAL REVIEW OF THE OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 SUBSEQUENT LICENSE RENEWAL APPLICATION (EPID NUMBER: L-2021-SLE-00020) (DOCKET NUMBERS: 50-269, 50-270 AND 50-287)
Dear Steven Snider:
By letter dated June 7, 2021, (Agencywide Documents Access and Management System (ADAMS) Package ML21158A193), Duke Energy Carolinas, LLC (Duke Energy) submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for subsequent license renewal of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 Oconee Nuclear Station, Units 1, 2, and 3 (Oconee), respectively. As stated in a letter to you dated July 22, 2021 (ML21194A231), the NRC staff determined that the application was acceptable for docketing and that the staff began its detailed technical review. A review schedule was provided in that letter. This letter is to inform you about a schedule change in the Oconee subsequent license renewal environmental review.
In February 2022, the NRC revised all milestone dates involving the Oconee review schedule to "to be determined" as staff attempted to determine the impacts of Commission Order CLI-22-03 (ML22055A533) on the Oconee project schedule.
On November 7, 2022, Duke Energy submitted Oconee Nuclear Station Subsequent License Renewal Application, Appendix E, Environmental Report [ER] Supplement 2 (ML22311A036).
The NRC has completed its evaluation of the associated impacts on the project schedule. The NRC staff estimates that review of this subsequent license renewal ER supplement will take approximately 2,600 hours0.00694 days <br />0.167 hours <br />9.920635e-4 weeks <br />2.283e-4 months <br /> to complete in addition to the initial hours detailed in the July 22, 2021, letter. Please note that this is an estimate and given the unique circumstances of this review, the final hours may be different. If there are emergent complexities or challenges in our review that would cause substantive changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates will be communicated via separate correspondence. Milestones for hearing activities that may be needed are not included in the enclosed schedule or the estimated hours because these dates, if applicable, would be established by the Commission or the Atomic Safety and Licensing Board and new resource considerations would need to be developed.

Additionally, please note that the NRC staff prepared a Notice of Intent, published on December 19, 2022 (87 FR 77643), advising the public that the NRC intends to conduct a supplemental scoping process to gather the information necessary to prepare a draft environmental impact statement. Pursuant to title 10 of the Code of Federal Regulations part 51.28, Duke Energy is invited to participate in the supplemental environmental scoping process.
