ARKANSAS NUCLEAR ONE, UNIT 1 DOCKET NO. 50-313 By letter dated December 22, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15356A657), Entergy Operations, Inc. (Entergy, the licensee) submitted a license amendment request (LAR) to adopt Technical Specification (TS) change traveler (TSTF)-426, Revise or Add Actions to Preclude Entry into [Limiting Condition for Operation] LCO 3.0.3 - RITSTF Initiatives 6b & 6c, Revision 5, for Arkansas Nuclear One, Unit 2 (ANO-2). The proposed change would provide a short Allowable Outage Time to restore an inoperable system for conditions under which the current ANO-2 TSs would require a plant shutdown. In order for the U.S. Nuclear Regulatory Commission (NRC) staff to complete its review of the LAR, additional information is requested which is detailed below.
REGULATORY BASIS Title 10 of the Code of Federal Regulations (10 CFR) Part 50.36(c)(2)(i) states the following, in part:
Limiting conditions for operation are the lowest functional capability or performance levels of equipment required for safe operation of the facility. When a limiting condition for operation of a nuclear reactor is not met, the licensee shall shut down the reactor or follow any remedial action permitted by the technical specifications until the condition can be met.
REQUEST FOR ADDITIONAL INFORMATION In the LAR dated December 22, 2015, the licensee requests to modify TS LCO 3.6.2.1, Containment Spray System, in accordance with TSTF-426, according to the variation from the TSTF described in Variation 2 - Containment Spray in Section 2.2 of the LAR. The LAR states that the ANO-2 TSs diverge from the Standard TSs (STS) in that the Containment Spray System and Containment Cooling System each have their own TSs, as opposed to being combined in the STS. However, the LAR does not explain how the proposed changes to TS LCO 3.6.2.1 may affect TS LCO 3.6.2.3, Containment Cooling System. Since the requirements of containment spray and containment cooling are separate in the ANO-2 TSs, it is unclear to the NRC staff how the TSs, as modified, would ensure containment pressure and temperature control is available during all the Modes of Applicability.
Please explain how the proposed changes to TS LCO 3.6.2.1, along with the current (unchanged) TS LCO 3.6.2.3 ensure containment pressure and temperature control is available during all the Modes of Applicability.
