On February 9, 2016, representatives from the licensee and NRC staff conducted a clarification call related to a draft RAI sent to the licensee on February 4, 2016 (ADAMS No. ML16036A002), concerning a license amendment request (LAR) to relocate the RCS P-T limit curves from the CNS Technical Specifications Technical Specifications, Section 3.4.9, RCS Pressure and Temperature (P/T) Limits) to a new licensee-controlled document, the P-T Limits Report.

In response to the RAI, the licensee and its vendor plan to provide 3 Appendices from the integrated surveillance program data and BWRVIP -135 calculations. Specifically:

Appendices A-2; A-19; and A B-2.

The licensees vendor representatives specifically noted that this has not been typically requested in the past for these relocation LARs. The NRC staff technical reviewer stated that although this may have not been done very often in the past, the request is consistent with Criterion No. 7 as established by GL-96-03.

The licensee representatives stated that this is about 45 pages of additional material. The licensee would likely place these calculations as an appendix to the PTLR. The NRC staff reviewer had no objections to providing the information as an appendix, however, he stated that the information should not be 45 pages but just a few pages on the Chemistry Factor calculation and the supporting credibility assessment per RG 1.99.

The licensee plans to discuss this request with EPRI, obtain an estimate on the time it will take EPRI to supply the information, along with the time the licensee will need to prepare necessary affidavits for the submittal of this BWRVIP-135 data, and the inclusion of it as supplemental appendices to the PTLR (per Criterion 7 of GL 96-03 Table 1).

The licensee intends to provide an update on when the requested information can be provided to the NRC by Feb 12, 2016.

Update: On February 12, 2016, the licensee communicated that the RAI response would be provided by March 17, 2016. The staff indicated that the March 17, 2016 response date was acceptable.
