REGARDING PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS FOR IMPLEMENTATION OF A NEW PRESSURE-TEMPERATURE LIMITS REPORT COOPER NUCLEAR STATION NEBRASKA PUBLIC POWER DISTRICT DOCKET NO. 50-298 RENEWED FACILITY OPERATING LICENSE NO. DPR-46 By letter dated August 6, 2015 (ADAMS Accession No. ML15229A031), Nebraska Public Power District (the licensee) submitted a License Amendment Request (LAR) for Cooper Nuclear Station (CNS), pursuant to the provisions of Title 10 of the Code of Federal Regulations (10 CFR) 50.90. The LAR proposes changes to the CNS Technical Specifications (TS) that would relocate the reactor coolant system (RCS) pressure-temperature (P-T) limit curves from the CNS Technical Specifications (TS), Section 3.4.9, RCS Pressure and Temperature (P/T) Limits (TS 3.4.9) to a new licensee-controlled document, the P-T Limits Report (PTLR). The licensees proposed TS changes and proposed PTLR were submitted based on the Nuclear Regulatory Commission (NRC) staffs criteria for relocation of TS P-T limits and associated parameters to licensee-controlled PTLRs, as set forth in Generic Letter (GL) 96-03, Relocation of the Pressure Temperature Limit Curves and Low Temperature Overpressure Protections System Limits. The proposed TS changes, as identified in the August 6, 2015 LAR, do not revise or otherwise affect the actual P-T limit curves for CNS that are currently established in TS 3.4.9 for 32 effective full-power years (EFPY) of facility operation; the P-T curves for 32 EFPY would only be relocated to the proposed PTLR.

The NRC staff has determined that additional information is needed to continue the review as discussed below.

Table 4 of the proposed CNS PTLR lists the adjusted reference temperature (ART) for the RTNDT (Reference Temperature for Nil Ductility Transition) calculations and the supporting material property and neutron fluence inputs for the CNS reactor pressure vessel (RPV) beltline materials, applicable to 32 EFPY. The staff notes that some of the material property entries in the fourth and fifth lines in the ART table are marked as Electric Power Research Institute (EPRI) Proprietary information. For these specific line entries, please provide the supporting ISP data and calculations from the Boiling Water Reactor Vessel and Internals Project (BWRVIP)

ISP Data Source Book (BWRVIP-135) for determining the chemistry factors. In addition, to ensure consistency with Criterion No. 7 for PTLRs, as established in Table 1 of GL 96-03, please supplement the proposed CNS PTLR to include the ISP data and calculations from BWRVIP-135 for determining the chemistry factors.
