By letter dated June 27, 2023, the Nebraska Public Power District (NPPD) submitted Relief Request RC3-02 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML23178A273) for the containment drywell head bolting VT-1 examination at Cooper Nuclear Station (Cooper), pursuant to Title 10 of the Code of Federal Regulations (10 CFR) section 50.55a, Codes and standards, paragraph (g)(5)(iii). In its letter, the licensee requests relief from certain Containment Inservice Inspection (CISI) code requirements for Cooper. Specifically, the relief request pertains to the visual examination requirements of the American Society of Mechanical Engineers Code Rules for Inservice Inspection of Nuclear Power Plant Components for the third 10-year CISI interval.

The purpose of this email is to provide the results of the NRC staffs acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review of the request. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements, code, or licensing basis of the plant.

Consistent with 10 CFR 50.55a(g)(5)(iii), a relief request must describe how conformance to the Code requirement is impractical for the facility and must contain information to support its determination of impracticality. Determinations of impracticality must be based on the demonstrated limitations experienced when attempting to comply with the Code requirements during the ISI interval for which the request is being submitted.

The NRC staff has reviewed your relief request and concluded that it does provide sufficient information and details to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the proposed relief request. Given the lesser scope of the acceptance review as compared to the detailed technical review, there may be instances which impact the NRC staffs ability to complete the detailed review despite the completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 240 hours0.00278 days <br />0.0667 hours <br />3.968254e-4 weeks <br />9.132e-5 months <br /> to complete. The NRC staff expects to complete this review by June 22, 2024. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during our routine interactions.

These estimates are based on the NRC staffs initial review of the application, and they could change due to several factors, including audits, requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees.
