As was discussed with Larry Mocnik, Manager, Emergency Preparedness, during a telephone conversation on April 6, 2020, this e-mail serves to transmit a request for information to support an in-office inspection of recent Emergency Plan/Emergency Action Level changes, associated with several revisions to CNS Procedure EPIP 5.7.1, Emergency Classification, which were transmitted to the NRC by NPPD on March 3, 2020 (ADAMS Accession No. ML20070K637).

The NRC intends to complete an inspection of these procedure changes in accordance with NRC Inspection Procedure 71114.04, EMERGENCY ACTION LEVEL AND EMERGENCY PLAN CHANGES, as an in-office inspection during the 2nd Quarter 2020. In accomplishing this inspection, we determined that additional information was required relative to the changes and processes used by the station in affecting the changes. Details of the requested materials are included in the attachment to this e-mail.

As noted in the attached, due to the ongoing Public Health Emergency, if possible, please make the requested materials available to me in electronic format using the online document portal of the stations choice, by COB on Tuesday, April 14, 2020. If you are unable to complete the request by this date, please contact me at the phone number listed below to discuss alternative options.

This letter/e-mail does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information collection requirements were approved by the Office of Management and Budget under control number 3150-0011. The NRC may not conduct or sponsor, and a person is not required to respond to, a request for information or an information collection requirement unless the requesting document displays a currently valid Office of Management and Budget control number.

ML20098G087 Request for Information for In-Office Inspection of EAL and Emergency Plan Changes Docket 05000298 (Cooper Nuclear Station); Inspection Report 2020002 Inspection Procedure 71114.04 Relative to the March 3, 2020, NPPD Letter to the NRC (ADAMS Accession No. ML20070K637) transmitting four previously issued revisions of CNS emergency plan implement procedure (EPIP) 5.7.1, Emergency Classification, please provide the following documents in support of an in-office inspection of those procedure changes.

Due to the ongoing Public Health Emergency, if possible, please make the requested materials available to the lead NRC Region IV EP Inspector (R. Alexander) in electronic format using the online document portal of the stations choice, by COB on Tuesday, April 14, 2020.

1. Complete copies of EPIP 5.7.1, Revisions 60, 62, and 63, as issued on their effective date.

(Revision 64 was provided with the transmittal letter and an additional copy is not required.)

2. Complete copy of EPIP 5.7.1, Revision 61, as issued on its effective date. (This revision was not mentioned in the March 3, 2020 revision, but an ADAMS search found no such revision previously submitted to the NRC.)
3. Any/all change process applicability screens, 10 CFR 50.54(q) screens, and 10 CFR 50.54(q) evaluations completed for EPIP 5.7.1, Revisions 60, 61, 62, 63, and 64.
4. Copy of the current revision of the CNS procedure(s) used to complete change process applicability screenings and 10 CFR 50.54(q) screens and evaluations. (If prior versions of the requested procedures were used to process the screens/evaluations requested in RFI Item 3, please provide the prior versions of the procedures as well.)
5. Copy of the site assessment completed in December 2019 (referenced in the March 3, 2020 letter to the NRC), and all corrective action documents generated as a result of the assessment and deficiencies identified.
