Request for Information - In-Office Inspection of Recent Cooper E-Plan Changes Date: Thursday, September 9, 2021 1:37:05 PM Mr. Mocnik/Mr. Van der Kamp:

The purpose of this e-mail is to transmit a request for information (RFI) in support of an in-office inspection of several recent changes to Coopers Emergency Plan and risk significant planning standard-related implementing procedures (EPIPs) which were submitted to the NRC from June through late August 2021. In particular two revisions to the stations Emergency Plan (Rev. 77 &

78), three revisions to the stations Emergency Classifications EPIP (Rev. 68-70), and two other related EPIPs, will be included in this inspection. Further details of the intended inspection and requested information were generally discussed with Mr. L. Mocnik, CNS EP Manager, in a phone conversation earlier today (September 9, 2021).

Specifically, while the revisions to the Emergency Plan and the EPIPs, and general summaries of the changes were provided in the submissions to the NRC as required by 10 CFR 50.54(q)(5), the supporting change screens/evaluations and other related documents are necessary to complete the inspection. Further, some of the materials necessary for the inspection were captured as part of the RFI for the EP Exercise Inspection conducted in May 2021, and will not be repeated in this request.

As such, please provide the following:

1. Full copies of the following 10 CFR 50.54(q) screens and, as applicable, evaluations associated with the changes to:
a. Emergency Plan, Revision 78
b. EPIP 5.7.1, Classifications, Revision 69
c. EPIP 5.7.1, Classifications, Revision 70
2. Full copies of the following station procedures (specific revisions):
a. EPIP 5.7.1, Classifications, Revision 68
b. EAL Hard Card, Revision 20
c. EPIP 5.7.6, Notifications, Revision 79
d. Administrative Procedure 0.29.4, Other Regulatory Reviews, Revision 32 The in-office review will be conducted using IP 71114.04 and it is my intention to complete this review by the end of the 4th Quarter for documentation in that quarters report. In support of this desired timeline and balancing other inspection activities, I request that the materials described above be provided by October 1, 2021, via the electronic portal of the stations choosing.
