ONS-2014-147 November 14, 2014 Page 2 Ladies and Gentlemen, Duke Energy submitted the Seismic Hazard and Screening Report for Oconee Nuclear Station (ONS) on March 31, 2014 (Reference 6) pursuant to the NRC's 10 CFR 50.54(0 request (Reference 1). The report was based on industry guidance and an industry approach (References 2 and 4) which had been reviewed and accepted by the NRC (References 3 and 5). The report required necessary changes to be made to the Central and Eastern United States Seismic Source Characterization for Nuclear Facilities (CEUS-SSC) catalog, and the NRC was provided a detailed description of the changes by EPRI (Reference 7).

By letter dated October 23, 2014 (Reference 8), the NRC submitted a Request for Additional Information (RAI) related to the CEUS-SSC changes, which they characterized as a regional update. Enclosure 1 to this letter provides Duke Energy's response to the NRC's RAI for Oconee Nuclear Station Units 1, 2, and 3. The response provides the information which is currently available and establishes a proposed date of April 30, 2015 for submitting the results of a formal study of the CEUS-SSC Catalog regional update.

This letter does not create or revise a Regulatory Commitment.

Enclosure - ONS Seismic Catalog RAI Response ONS-2014-147 November 14, 2014 Request for Additional Information Consistent with the request for information issued pursuant to Title 10 of the Code of Federal regulations, Part50, Section 50.54(f and the SPID guidance, please provide a revised March 2014 seismic hazard reevaluation submittal reflecting the staff endorsed CEUS-SSC (Centraland Eastern United States Seismic Source Characterizationfor NuclearFacilities)Catalog Version 7.0.

Alternatively, to ensure that the regional catalog update made for the Recommendation 2.1 seismic hazard reevaluations of H. B. Robinson, Oconee, and VC Summer plant sites represents the center, body, and range of the technically defensible interpretations, please provide a SSHAC Level 2 study. In addition to providing a detailed description of the catalog update, please describe the scope of the update and whether you also considered the impact of earthquakes in the region since the time period covered by the CEUS-SSC Catalog.

Please include in the response, in table form, control point seismic hazard curves developed using both the currently-endorsed CEUS-SSC catalog as well as the proposed updated regional catalog used for the Recommendation 2.1 seismic hazard reevaluations of H.B. Robinson, Oconee, and VC Summer plant sites.

Oconee Nuclear Station Response Duke Energy will exercise the proposed alternate response provided in the RAI for Oconee. Duke Energy will credit a SSHAC Level 2' study of the updated Regional CEUS-SSC Catalog and expects to submit the results to the NRC by April 30, 2015.

The SSHAC study will be performed by EPRI and will assess if the CEUS-SSC Catalog regional update, used for the Recommendation 2.1, Seismic Hazard Reevaluation, represents the center, body, and range of technically defensible interpretations.

The RAI above includes the following petition:

In addition to providing a detailed descriptionof the catalog update, please describe the scope of the update and whether you also considered the impact of earthquakes in the region since the time period covered by the CEUS-SSC Catalog.

The decision to perform a catalog update was based on the NRC statement contained in the February 15, 2013 letter (ADAMS Accession No. ML12319A074), that endorsed the SPID guidance. In that letter the NRC stated, in part, the following:

If... new information were to emerge during the reevaluationperiod that could require an update of the CEUS-SSC model, the staff expects licensees to evaluate the significance of the new information to determine if the CEUS-SSC model needs to be updated in order to appropriatelyrespond to the 50.54(o request.

SSHAC Level 2 relates to "Recommendations for Probabilistic Seismic Hazard Analysis: Guidance on Uncertainty and Use of Experts" through the U.S. Nuclear Regulatory Commission as NUREG/CR-6372 Encl. Page 1 of 16

Enclosure - ONS Seismic Catalog RAI Response ONS-2014-147 November 14, 2014 A detailed description of the CEUS-SSC Catalog regional update was submitted to the NRC by EPRI in a letter dated August 28, 2014 (ADAMS Accession No. ML14260A200). The scope can be described as follows:

The review of the CEUS SSC catalog published in NUREG-2115 focused on to two issues:

1) Identification of additional reservoir induced seismicity (RIS) earthquakes in the southeastern US, and 2) Locations of earthquakes in South Carolina near the time of the 1886 Charleston, SC earthquake sequence. Several additional RIS events were identified in the catalog and a number of South Carolina earthquakes were re-characterized as Charleston earthquake aftershocks.

Further processing of the updated earthquake catalog was performed using the same procedures as performed in EPRI 1021097 including Magnitude evaluations, de-clustering, and completeness calculations.

The update did not consider the impact of earthquakes after the time period covered by Version 7.0 of the CEUS-SSC Catalog; however, those earthquakes will be considered as part of our Recommendation 2.1 PRA efforts. provides, in table form, the control point seismic hazard curves for Oconee Nuclear Station, Units 1, 2 and 3 in relation to Version 7.0 of the CEUS-SSC Catalog. provides, in table form, the control point seismic hazard curves for Oconee Nuclear Station, Units 1, 2 and 3 in relation to the CEUS-SSC Catalog regional update used for the Recommendation 2.1 Seismic Hazard Reevaluation.
