Acceptance review of Relief Request 8 for St. Lucie Unit 1 (MF4490)

Ken, By letter dated July 24, 2014 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML14206A939), Florida Power & Light (the licensee) requested an alternative from performing the required volumetric/surface examinations for the St. Lucie Unit 1 Reactor Vessel Upper Head (Closure Head) (RVCH) components identified in the request at the frequency prescribed in ASME Code,Section XI, Code Case N-729-1. Specifically, FPL requests to extend the frequency of the volumetric/surface examination of the Unit 1 RVCH of Table 1, Item B4.40 of ASME Code Case N-729-1 for approximately 3 years beyond the one inspection interval (nominally 10 calendar years) from installation of the Unit 1 replacement RVCH.

In accordance with Nuclear Regulatory Commissions (NRC's) process as described in LIC-109, "Acceptance Review Procedures," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has concluded that the subject relief request does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief request in terms of regulatory requirements and the protection of public health and safety and the environment. If needed, the NRC staff may request for additional information to complete its technical review.
