St. Lucie Nuclear Plant Florida Power and Light Company Radiation Safety Baseline Inspection Initial Information Request Inspection Report: 2022003

During the week of September 12-16, 2022, the NRC will perform a baseline Radiation Safety Inspection at St. Lucie Nuclear Plant (NRC Inspection Procedures 71124.01, 71124.08 and 71151).

Experience has shown that this inspection is resource-intensive for both the NRC inspectors and your staff. In order to minimize the impact to your onsite resources and to ensure a productive inspection, we are requesting in advance documents needed for this activity. It is important that all of these documents are up-to-date, and complete, thereby minimizing the number of additional documents requested during the preparation, and/or the onsite portions of the inspection. The NRC requests that these documents be provided to the inspectors no later than September 1, 2022.

Documentation is requested from September 1, 2021, to present for the 71124.01 and 71151 procedures. March 1, 2020, to present for the 71124.08 procedure. We would need the information transferred through a third party product such as CERTREC or some other form of secure cloud type media. [Note that the inspectors cannot accept data provided on USB or flash drives due to NRC IT security policies and we can no longer accept DVDs, CDs].

71124.01 - Radiological Hazard Assessment and Exposure Controls (Last Inspected August 2021)

1. List of Radiation Work Permits (RWPs) that will be active during the upcoming outage with dose and dose rate setpoints.

2. Procedures for posting, labeling, surveys, RWPs, contamination control, HRA/LHRA/VHRA control, key control, control of divers, special controls during fuel offload, hot spots, etc.
3. Procedures for personnel monitoring requirements including TLD placement and multi-badging.
4. Procedures for controlling release of personnel and materials from the RCA.
5. List of LHRAs and VHRAs including areas which are controlled as potential LHRAs or VHRAs during certain plant evolutions during routine operations or outages.
6. List of corrective action program documents related to HP controls where the cause was listed as human performance (radworker error) or human performance (HP technician error).

71124.08 - Radioactive Solid Waste Processing and Radioactive Material Handling, Storage, and Transportation (Last Inspected February 2020)

1. All procedures related to transportation of radioactive material/waste, radwaste characterization, solid radwaste processing, and storage of RAM and radwaste Process Control Program
2. Site procedures related to 10 CFR 37 controls
3. List and locations of all Category 1 and Category 2 sources
4. Last two leak testing records for all Category 1 and Category 2 sealed sources
5. Liquid and solid radwaste system diagrams
6. List of all RAM/Radwaste shipments made since March 1, 2020(shipping logs)
7. List of all changes made to solid and liquid radwaste processing systems since March 1, 2020
8. List of all abandoned solid and liquid radwaste processing equipment
9. Last two 10 CFR Part 61 analyses for each waste stream, including QA data (e.g. in-house vs.

vendor lab comparisons, current results vs. database, etc.)

10. Most recent self-assessment or audit of Shipping/radwaste processing and RAM storage programs
11. List of condition reports related to shipping, radwaste processing, or RAM storage since March 1, 2020. This should be a list of corrective action documents containing a number and brief description, not full condition reports.

71151 - Performance Indicator (PI) Verification (Last Inspected August 2021)

1. Site procedures/manuals for gathering and reporting PI data.
2. Quarterly PI reports beginning September 2021, and copies of associated corrective action reports for any RETS/ODCM Radiological Effluent occurrences.
3. List of all corrective action documents beginning September 2021, using keywords such as:

HRA, LHRA, VHRA, unintended dose, unlocked door, etc.

4. List of all electronic dosimeter (ED) dose rate alarms and ED dose alarms beginning September 2021 which includes dose or dose rate alarm received, and the alarm setpoint(s).
5. List of condition reports generated beginning September 2021, using keywords abnormal/

unmonitored effluent release, etc.
