December 2, 1987 DOCKET NO. 50-206 Mr. Kenneth P. Baskin, Vice President Southern California Edison Company 2244 Walnut Grove Avenue P. 0. Box 800 Rosemead, California 91770
SUBJECT:
SAN ONOFRE 1:
SAFETY EVALUATION FOR ENGINEERED SAFETY FEATURES SINGLE FAILURE ANALYSIS (TAC NO. 65149)
Dear Mr. Baskin:
During our meeting on October 9, 1987, SCE identified single electrical failure scenarios, each of which could prevent the Engineered Safety Features (EFS) performing their designed safety function required during postulated design basis transients and accidents. In this meeting, you described corrective actions being taken to ensure continued single failure scenarios.
By your letter dated October 16, 1987, you submitted, for staff review, the single failure analysis of the ESF presented during the meeting. The NRC staff has completed its reviews and has concluded that your justification for interim plant operation is acceptable. Please note that this acceptance is valid only until December 14, 1987. Further analysis is required to justify operation beyond this date.
The staff's Safety Evaluation enclosed. If you have questions, please contact me.
Sincerely, Harry Rood, Senior Project Manager Project Directorate V Division of Reactor Projects - III, 8712090273 71202 7IV, V and Special Projects PDR ADOCK 05000206 P
