Dear Mr. Baskin:

SUBJECT:

ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT (TAC NO. 67758)

Re:

San Onofre Nuclear Generating Station, Unit No. 1 This is in response to your letter of July 9, 1988 in which you provided an update on the results of your re-review of environmental qualification of electrical equipment.

You indicate that, as part of this effort, 100 cables were walked down on the plant and that 53 cables were replaced because their qualification could not be established. You also provided a.justification for continued operation for two cable types that will not be replaced before startup but will be replaced at the next refueling outage beginning in approximately three months. We have reviewed the two JCOs and agree with your determination of operability as described in NRC Generic Letter 88-07. Single failure issues were resolved until the next refueling outage as discussed in our letter to you of December 11, 1987. We therefore reaffirm our previous conclusion that we have no objection to your returning the unit to service. As stated previously, a joint NRR/Region V post-implementation inspection of this area will, be conducted in the future.

Sincerely, original signed by Charles M. Trammell, Senior Project Manager Project Directorate V Division of Reactor Projects -
