AUXILIARY SALT WATER COOLING PUMP (PROPOSED CHANGE NO. 98 TO THE TECHNICAL SPECIFICATIONS)

San Onofre Nuclear Generating Station, Unit No. 1"'

By letter dated August 27, 1980, you submitted Proposed Change No. 98 to the San Onofre Unit No.1 Technical Specifications.

This proposed change would eliminate the Auxiliary Salt Water Cooling Pump in determining the opera bility of the salt water cooling system.

As discussed in the enclosed Safety Evaluation, we conclude that to improve overall system reliability, the technical specifications should address the availability of the auxiliary salt water cooling pump and the screen wash pumps for short periods of time when one of the salt water cooling pumps may be inoperable.

Accordingly, we find that Proposed Change No. 98 is unacceptable as indi cated in the enclosure.

We request that you submit a revised proposed technical specification change that addresses both the auxiliary salt water and screen wash pumps as back up sources of cooling.

Your proposed technical specification change should include (1) a time limit for.operation in Modes 1-4 with the backup pumps should the salt water pump become inoperable, and (2) an action statement if the time limit is exceeded. Appropriate testing of the backup pumps should also be included.
