PRAIRIE ISLAND NUCLEAR GENERATING PLANT REQUEST FOR WAIVER OF EXPERIENCE REQUIREMENT FOR INITIAL LICENSE EXAMINATION

Dear Mr. Lynch:

In a letter (L-PI-12-081) dated October 1, 2012, your staff requested an eligibility waiver for Mr. D. G. Larson for the August 2014 initial operator license examination. Your staff requested a waiver of five weeks of the six months responsible nuclear power plant experience at the plant for which the applicant seeks a license. The Operator Licensing and Human Performance Branch at NRC headquarters reviewed Mr. Larsons work experience at Prairie Island Nuclear Generating Plant and his prior experience in the U.S. Navy Nuclear Power Program in accordance with the Operator Licensing Examination Standards for Power Reactors, NUREG-1021 ES-202 D.2.a(1) and has determined that Mr. Larson requires a waiver of NRC experience requirements to sit for the examination. Therefore, when Mr. Larson submits his application for license, please have him request the experience waiver on his application and the waiver will be granted at that time. Mr. Larson will be required to complete the five weeks of power plant experience before an operator license can be issued after satisfactory performance on the operator license examination. When Mr. Larsons power plant experience requirement is satisfied, it will need to be documented in a manner comparable to Mr. Larsons original license application and signed by the Plant Vice President or his designated alternate.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents
