Annual Summary of Changes, Tests and Experiments at Aerotest Radiography and Research Reactor (ARRR), Docket no. 50-228, for the period of 1 July 2012 to 30 June 2013.

Gentlemen:

The enclosed report summarizes the ARRR operations from July 1, 2012 through June 30, 2013.

This submittal complies with the requirements set forth in 10 CFR 50.59, "Authorization of Changes, Tests and Experiments."

In order to comply with NRC requirements to resolve foreign ownership issues, Aerotest Operations voluntarily ceased reactor operations on Oct. 15, 2010 and remained shutdown pending transfer of ownership to a US company. As such, summary forms of monthly operations and unscheduled power reductions are not applicable and are therefore not included in this report.

In July 2012, 27 aluminum fuel and 12 graphite reflector elements, which could not be withdrawn through the reactor core's upper grid plate, were successfully removed. In December 2012, 22 aluminum fuel elements which developed cracks were canistered and stored in racks located in the reactor tank. The reactor is currently completely defueled with the remaining aluminum and stainless steel fuel elements stored in racks in the reactor tank. All graphite reflector elements are stored in the thermal column and in racks.

On July 24, 2013 the NRC issued a denial of license renewal, denial of license transfer and an order to modify the Aerotest Operations facility operating license no. R-98 to prohibit operation of the ARRR.
