ANNUAL ASSESSMENT LETTER FOR SEABROOK STATION, UNIT NO. 1 (REPORT 05000443/2012001)
Dear Mr. Walsh:
On February 12, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed its end-of-cycle performance review of Seabrook Station, Unit No. 1 (Seabrook). The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from January 1, 2012, through December 31, 2012. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.
The NRC determined the performance at Seabrook during the most recent quarter was within the Regulatory Response column of the NRC=s Reactor Oversight Process (ROP) Action Matrix because of one low (i.e., white) safety significance Emergency Preparedness cornerstone input described in Inspection Report (IR) 05000443/2012503, dated April 19, 2012 (ML12151A036)1.
This finding involved not identifying an exercise weakness during the post-exercise critique for an April 17, 2012, full-participation emergency exercise. The significance determination for this finding was finalized in our August 7, 2012, letter to you (ML12220A471). The 95001 supplemental inspection for the white finding was completed the week of January 21, 2013, and the results will be communicated to you via separate correspondence. The objectives of that supplemental inspection were to provide assurance that: (1) the root and contributing causes for the risk-significant issues were understood; (2) the extent of condition and extent of cause of the issues were identified and (3) the licensees corrective actions were sufficient to address the root and contributing causes, and prevent recurrence.
On September 5, 2012, the NRC Executive Director for Operations (EDO) approved a deviation from the ROP (ML12242A370) to conduct additional inspections, beyond those prescribed by the ROP Action Matrix, that were determined to be necessary to fully evaluate the concrete degradation that you identified as occurring in safety related concrete structures at Seabrook 1 Designation in parenthesis refers to an ADAMS accession number. Documents referenced in this letter are publicly available using the accession number in ADAMS. due to Alkali-Silica Reaction (ASR). The additional inspection samples as well as inspection and assessment resources will be used to: 1) inspect NextEras completed and planned actions associated with the eleven Confirmatory Action Letter (CAL) 1-2012-002 (ML121254172)
concerns; 2) evaluate the quality and applicability of results from the licensees proposed large-scale concrete specimen testing; 3) provide support for the development of staff technical guidance and 4) continue to support communications and outreach activities for stakeholders.
The memorandum anticipates that this deviation will remain in force until the NRC has concluded: 1) that all CAL commitments have been satisfactorily completed and 2) an acceptable basis has been established to assure that the continued operability of concrete structures will be maintained. The status of the CAL will be reviewed during semi-annual assessments in accordance with the ROP.
On December 3, 2012, the NRC issued inspection report IR 05000443/2012009 (ML12338A283) that reviewed the adequacy of your actions to address the impact of ASR on reinforced concrete structures. Based on the inspection results, five of the eleven CAL items were closed. The remaining six will be reviewed during the inspection currently in progress and scheduled to be completed in 2013. As such, based on the closure criteria defined in the September 5, 2012, NRC EDO memorandum, the deviation from the ROP will remain in force.
The enclosed inspection plan lists the inspections scheduled through June 30, 2014. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the mid-cycle performance review. In addition to the baseline inspection program, the NRC plans to complete two inspections in accordance with Inspection Procedure (IP) 92702, Follow-up of Corrective Actions for Violations and Deviations, in order to review the actions taken in response to: 1) the CAL dated May 15, 2012, (ML12125A172) which addressed the ASR degradation of certain Seabrook concrete structures and 2) a severity level IV non-cited violation related to a contract electrician entering a high radiation area without the proper health physics briefing. The NRC will also be conducting, Temporary Instruction (TI)-182, Review of the Implementation of the Industry Initiative to Control Degradation of underground Piping, and IP 60855.1, Operation of an ISFSI at Operating Plants, which will review operations during the 2013 ISFSI loading campaign. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include security related inspections, which will be sent via separate, non-publicly available correspondence.
