The U.S. Nuclear Regulatory Commission has issued the enclosed Amendment No. 242 to Renewed Facility Operating License No. DPR-20 for the Palisades Nuclear Plant. The amendment consists of changes to the Technical Specifications (TSs) in response to your application dated July 20, 2010.
The amendment revises TS 3.8.3, "Diesel Fuel, Lube Oil, and Starting Air," by relocating the current stored diesel fuel oil and lube oil numerical volume requirements from the TS to the TS Bases so that they may be modified under licensee control. The TS are modified so that the stored diesel fuel oil and lube oil inventory will require that a 7-day supply be available for either diesel generator. Condition A and Condition B in the Action table are revised and Surveillance Requirements 3.8.3.1 and 3.8.3.2 are revised to reflect the above change. The amendment also revises TS 3.8.3 by reducing the completion time for Condition C.
A copy of our related safety evaluation is also enclosed. The Notice of Issuance will be included in the Commission's biweekly Federal Register notice.

dated July 20, 2010, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; S.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public; and (ii) that such activities will be conducted in compliance with the Commission's reg ulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

The Technical Specifications contained in Appendix A, as revised through Amendment No. 242, and the Environmental Protection Plan contained in Appendix B are hereby incorporated in the license. Entergy Nuclear Operations shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

Pursuant to Section 104b of the Act, as amended, and 10 CFR Part 50, "Licensing of Production and Utilization Facilities," (a) ENP to possess and use, and (b) ENO to possess, use and operate, the facility as a utilization facility at the designated location in Van Buren County, Michigan, in accordance with the procedures and limitation set forth in this license; (2)
ENO, pursuant to the Act and 10 CFR Parts 40 and 70, to receive, possess, and use source and special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts required for reactor operation, as described in the Updated Final Safety Analysis Report, as supplemented and amended; (3)
ENO, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive, possess, and use byproduct, source, and special nuclear material as sealed sources for reactor startup, reactor instrumentation, radiation monitoring equipment calibration, and fission detectors in amounts as required; (4)
ENO, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive, possess, and use in amounts as required any byproduct, source, or special nuclear material for sample analysis or instrument calibration, or associated with radioactive apparatus or components; and (5)
ENO, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operations of the facility.
C. This renewed operating license shall be deemed to contain and is subject to the conditions specified in the Commission's regulations in 10 CFR Chapter I and is subject to all applicable provisions of the Act; to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

ENO is authorized to operate the facility at steady-state reactor core power levels not in excess of 2565.4 Megawatts thermal (100 percent rated power) in accordance with the conditions specified herein.
(2) The Technical Specifications contained in Appendix A, as revised through Amendment No. 242, and the Environmental Protection Plan contained in Appendix B are hereby incorporated in the license. ENO shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

ENO shall implement and maintain in effect all provisions of the approved fire protection program as described in the Final Safety Analysis Report for the facility and as approved in the SERs dated 09/01/78, 03/19/80,02/10/81, 05/26/83,07/12/85,01/29/86, 12/03/87, and 05/19/89 and subject to the following provisions:

1.0 INTRODUCTION
By letter dated July 20, 2010 (Agencywide Documents Access and Management System Accession No. ML102010579), Entergy Nuclear Operations submitted a license amendment request to the U.S. Nuclear Regulatory Commission (NRC, the Commission) to revise the Technical Specifications (TS) for Palisades Nuclear Plant (PNP). The proposed changes would revise TS 3.8.3, "Diesel Fuel, Lube Oil, and Starting Air," by relocating the current stored diesel fuel oil and lube oil numerical volume requirements from the TS limiting condition for operation to the TS Bases so that they may be modified under licensee control. The TS would be modified so that the stored diesel fuel oil and lube oil inventory will require that a 7 -day supply be available to support operation of one of the two diesel generators (DGs) at full accident load.
Condition A and Condition B in the Action table, and Surveillance Requirements (SRs) 3.8.3.1 and 3.8.3.2 would also be revised to reflect the above change. Also, the reference in the TS Bases for TS 3.8.3 would be modified to delete the existing reference to Appendix B of ANSI N195-1976, "Fuel Oil Systems for Standby Diesel Generators," which prescribes fuel oil quality standards. Finally, the Completion Time for Condition C would be reduced to reflect the amount of time the fuel oil day tank can support a DG under design conditions with an inoperable fuel transfer system.
2.0 REGULATORY EVALUATION
2.1
System Description
The PNP has two emergency diesel generators (EDGs). The EDGs have sufficient capacity to supply the minimum necessary engineered safeguards loads with only one generator operating.
Consistent with IEEE Standard 308-1978, "Criteria for Class 1E Power Systems for Nuclear Power Generating Stations," the PNP maintains sufficient fuel storage capacity for the operation of one diesel for seven days assuming accident loads.
Each EDG has a fuel oil day tank supplied by a shared fuel oil storage and transfer system.
Each EDG is required by TS 3.8.1, "AC Sources - Operating," to be operable with a day tank
- 2 that contains at least 2500 gallons of fuel oil. Testing and analysis has demonstrated that the day tank provides sufficient fuel for at least 13.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> of associated EDG operation at full load.
The common fuel oil storage tank has sufficient fuel oil storage capacity to support continued operation of one of the two EDGs for the remainder of the seven day period assuming accident loads. Either of two fuel oil transfer subsystems, each with a separate fuel oil transfer pump, are configured to transfer fuel oil from the common buried fuel oil storage tank to either day tank. However, EDG 1-1 can power either fuel transfer pump P-18A or P-18B, while EDG 1-2 can only power fuel transfer pump P-18A. Thus, without an operable transfer pump P-18A, EDG 1-2 would be dependent on offsite power or EDG 1-1 for its long-term fuel supply (Le.,
beyond the time EDG 1-2 can operate on its day tank fuel supply).
Each EDG includes a lubrication subsystem that provides adequate lubrication for operation of its associated emergency diesel generator under all loading conditions. The subsystem circulates the lube oil to the diesel engine moving parts for lubrication and to remove heat generated by friction during operation. The onsite lube oil storage capacity is sufficient to support seven days of continuous operation of one EDG and allow time for replenishment of the lube oil from offsite sources.
2.2 Regulatory Background Each EDG is required by TS 3.8.1, "AC Sources - Operating," to be operable with a day tank that contains at least 2500 gallons of fuel oil, as specified in TS SR 3.8.1.4. Existing TS 3.8.3, "Diesel Fuel, Lube Oil, and Starting Air," requires that the stored diesel fuel oil and lube oil be within limits for each diesel generator. The PNP TS 3.8.1 Bases, Background section, states:
"A single buried Fuel Oil Storage Tank is used, along with an individual day tank for each DG, to maintain the required fuel oil inventory." Existing TS SR 3.8.3.. 1 specifies that the storage tank contain at least 23,700 gallons. This SR provides verification that there is an adequate inventory of fuel oil in the storage tank to support operation of one EDG for seven days at full post-accident load at current volumetric energy content. Existing TS SR 3.8.3.2 provides similar verification of stored lube oil inventory by volume.
The NRC issued a model safety evaluation for adoption of Revision 1 to Technical Specification Task Force (TSTF) Improved Standard Technical Specification Change Traveler-501 (TSTF-501), "Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control." The availability of the model safety evaluation for this TS improvement was announced in the Federal Register on May 26, 2010 (75 FR 29588), as part of the consolidated line item improvement process. TSTF-501 revises TS 3.8.3, "Diesel Fuel Oil, Lube Oil, and Starting Air,"
of NUREG-1432, "Standard Technical Specifications, Combustion Engineering Plants," to replace the numerical volume requirements for stored diesel fuel oil and lube oil inventory with the requirement that a 7 -day supply be available. The diesel fuel oil and lube oil numerical volumes equivalent to a 6-day supply, used in the Actions, are replaced with a statement that there is a 6-day supply. The diesel fuel oil and lube oil numerical volumes equivalent to a 7-day and 6-day supply are stated in the Bases and will be controlled under the Technical Specification Bases Control Program.
The licensee identified two differences between the approved TSTF-501 and the proposed PI\\IP TS change. One difference is that the TSTF is written specifically for sites licensed for 7 -day supplies of fuel oil and lube oil for each emergency diesel generator, whereas PNP is
- 3 licensed for 7 -day supplies of fuel oil and lube oil for either EDG. PNP has one fuel oil storage tank that supplies the two emergency diesel generators. The other difference is that the TSTF refers to the 7-day fuel oil supply maintained within a fuel oil storage tank, whereas PNP credits both the volume in the fuel oil storage tank as well as the volume in an emergency diesel generator fuel oil day tank as comprising the required 7 -day fuel oil supply. Consistent with the current plant licensing basis, the licensee requested a TS change that would continue to require each EDG have access to a 7-day supply of fuel oil and lube oil. Similarly, TSTF-501 addresses the TS change in specifying fuel and lube oil inventory requirements from a specific volume in gallons to a specific operating time in days. Furthermore, the licensee's request for relocation of numerical fuel and lube oil volumes to information under licensee control in the TS Bases is consistent with TSTF-501.
In Information Notice 2006-22, "New Ultra-Low-Sulfur Diesel Fuel Oil Could Adversely Impact Diesel Engine Performance," October 12, 2006, the NRC notified nuclear power reactor licensees of U.S. Environmental Protection Agency rules requiring a reduction in the sulfur content of diesel fuel. The processing required to reduce sulfur in fuel oil may also reduce the content of aromatic compounds in the fuel and reduce the density of the diesel fuel, resulting in a reduction in volumetric energy content and changes in other fuel properties that have the potential to adversely affect diesel engine performance. Future changes in the requirements and processing for diesel fuel oil may continue to change the energy content, which would affect the volume of fuel necessary to support seven days of EDG operation.
3.0 TECHNICAL EVALUATION
3.1 Relocation of Fuel and Lube Oil Numerical Volume Information to the TS Bases The licensee proposed relocation of specific numerical volume information from TS 3.8.3 to licensee controlled documents. Existing SRs 3.8.3.1 and 3.8.3.2 specify the numerical volumes of fuel oil and lube oil, respectively, that would be necessary to support operation of the required single EDG for seven days. When the volumes of fuel and lube oil exceed a 7-day supply, the limiting condition for operation would be satisfied. Similarly, existing TS 3.8.3 Conditions A and B contain numerical volumes of fuel oil and lube oil, respectively, necessary to support operation of the required EDG at full rated load for periods of six and seven days. When the volume of fuel or lube oil is below the 7-day supply value and above the 6-day supply value, the associated required action and completion time apply.
The licensee calculated the volume of fuel oil necessary to support 6-and 7 -day periods of EDG operation in accordance with Regulatory Guide (RG) 1.137, Revision 1, "Fuel-Oil Systems for Standby Diesel Generators," and ANSI N 195-1976, "Fuel Oil Systems for Standby Diesel Generators." The licensee included this calculation as Attachment 5 to the license amendment request dated July 20, 2010. The calculation used the rated load method described in RG 1.137 and considered conservative values for fuel consumption rate and fuel volumetric energy content. The licensee verified the fuel consumption rate was conservative through testing and selected the most limiting fuel volumetric energy content.
The licensee determined the lube oil inventories equivalent to a 6-day supply and 7-day supply based on the EDG manufacturer consumption values for the run time of the diesel generator.
-4 The NRC staff reviewed the methods used to determine the numeric values for fuel and lube oil volumes. The staff found the methods to be conservative and acceptable for establishment of numerical values for fuel and lube oil volumes. The licensee stated that the numerical values for fuel and lube oil volumes would be maintained in the TS Bases for TS 3.8.3. The methods used in the calculation are consistent with those accepted with TSTF-501, and, therefore, the NRC staff concludes that the replacement of numeric volume values in TS 3.8.3 with inventories specified in terms of a period of operation acceptable.
3.2 Deletion of Reference to Appendix B of ANSI N 195-1976 The licensee proposed to delete the reference to Appendix B of ANSI N195-1976, "Fuel Oil Systems for Standby Diesel Generators," in the TS Bases for TS 3.8.3. However, the TS Bases for TS 3.8.3 would continue to reference RG 1.137, which states, in part, "Appendix B to ANSI N195-1976 should be used as a basis for a program to ensure the initial and continuing quality offueloil." As a result, the TS Bases retain an indirect reference to Appendix B of ANSI N 195-1976, and, therefore, continue to provide a suitable basis for ensuring the proper quality of the fuel oil. Accordingly, the NRC staff concludes that the deletion of the specific reference to Appendix B of ANSI N195-1976 acceptable.
3.3 Fuel Oil Transfer Pump Completion Time Change The licensee proposed reducing the completion time for Condition C, which applies when fuel oil transfer pump P18-A is inoperable. The change would reduce the completion time from 15 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br /> to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. The existing TS bases for TS 3.8.1 described that an EDG operating at a rated load of 2400kW would consume fuel at a rate of 2.6 gallons per minute, which would consume the minimum fuel oil volume in the EDG day tank of 2500 gallons in approximately 15 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br />. This calculation was the basis for the existing completion time for TS 3.8.3 Condition C. This basis applies only to fuel oil transfer pump P-18A because EDG 1-2 cannot power P-18B and is, thus, reliant on P-18A for independent operation.
The licensee completed revised calculations for consumption of the minimum day tank inventory considering a potential increase in the EDG rated load and the reduced volumetric energy content of the fuel oil. This recalculation determined the time to deplete the day tank would drop to approximately 13.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. The licensee proposed a reduction to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> to maintain the basis for the TS 3.8.3 Condition C completion time. Therefore, the NRC staff concludes that the change is acceptable because it would retain the existing basis and is conservative.

SUMMARY
The proposed change to revise TS SRs 3.8.3.1 and 3.8.3.2, and TS 3.8.3 Conditions A and B by relocating the current stored diesel fuel oil and lube oil numerical volume requirements to the TS Bases is acceptable. The change is acceptable because the TS retain a requirement to support a specified period of operation and specified an acceptable method of translating the period of operation to a required volume so that the volume may be modified under licensee control. The deletion of the reference to Appendix B of ANSI N195-1976, "Fuel Oil Systems for Standby Diesel Generators," is acceptable because an indirect reference to these fuel quality standards is retained. Finally, the reduction in the completion time of TS 3.8.3 Condition C for
- 5 an inoperable fuel transfer pump is acceptable because it would retain the existing basis and the change is conservative.
5.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Michigan State official was notified of the proposed issuance of the amendment. The Michigan State official had no comments.
6.0 ENVIRONMENTAL CONSIDERATION
The amendment changes a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20 or change the surveillance requirements. The NRC staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration and there has been no public comment on such finding (75 FR 77912), dated December 14,2010. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22{c){9).
Pursuant to 10 CFR 51.22{b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
7.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

The U.S. Nuclear Regulatory Commission has issued the enclosed Amendment No. 242 to Renewed Facility Operating License No. DPR-20 for the Palisades Nuclear Plant. The amendment consists of changes to the Technical Specifications (TSs) in response to your application dated July 20, 2010.
The amendment revises TS 3.8.3, "Diesel Fuel, Lube Oil, and Starting Air," by relocating the current stored diesel fuel oil and lube oil numerical volume requirements from the TS to the TS Bases so that they may be modified under licensee control. The TS are modified so that the stored diesel fuel oil and lube oil inventory will require that a 7 -day supply be available for either diesel generator. Condition A and Condition B in the Action table are revised and Surveillance Requirements 3.8.3.1 and 3.8.3.2 are revised to reflect the above change. The amendment also revises TS 3.8.3 by reducing the completion time for Condition C.
