Dear Mr. Vitale:

In response to your application dated December 13, 2011, as supplemented by letters dated May 21, and November 20, 2012, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 249 on December 30, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12347A140), to Renewed Facility Operating License No. DPR-20 for the Palisades Nuclear Plant.

The amendment consisted of changes to the Entergy Quality Assurance Program Manual and Associated Plant Technical Specifications (TSs), regarding staff qualifications. The changes standardize unit staff qualification requirements for the Entergy fleet.

Following issuance of the amendment, the NRC staff was informed by the Palisades licensee that the page 5.0-3 did not identify continuation of section 5.2.2. The NRC staff found that the error was entirely administrative in nature, was inadvertently introduced, and was not the subject of the amendment or the associated notice to the public.

Thus, according to the NRC's policy established by SECY-96-238 (ADAMS Accession No. 9611250030 (Legacy Library>>, this error can be corrected by a letter. Enclosed, please find the replacement TS page. This correction does not change any of the conclusions in the Safety Evaluation associated with the amendment. We regret any inconvenience this may have caused.

The operations manager or an assistant operations manager shall hold an SRO license. The individual holding the SRO license shall be responsible for directing the activities of the licensed operators.

When in MODES 1, 2, 3, or 4 an individual shall provide advisory technical support to the unit operations shift crew in the areas of thermal hydraulics, reactor engineering, and plant analysis with regard to the safe operations of the plant. This individual shall meet the qualifications specified by ANSI/ANS 3.1-1993 as endorsed by RG 1.8, Rev. 3,2000.
