Dear Mr. Johns:

As you know, in March of last year the San Luis Obispo County Board of Supervisors sent a letter, under my signature, to the Nuclear Regulatory Commission. We asked the NRC to delay the relicensing process for the two reactors at Diablo Canyon Nuclear Power Plant until such time as advanced seismic studies had been completed and independently reviewed.

This request was meant to emphasize to the NRC that in light of the recently discovered Shoreline fault, which, added to the number of faults near the plant, heeding our request was the most logical and credible process. We made the request in the best safety interests of our citizens.

Additionally, because both the relicensing process and the seismic studies are being paid for with ratepayer monies, it was also in the best consumer interests of our citizens.

As you know, the NRC decided that both processes could be done concurrently. In the light of the tragic events in Japan, however, and because so many of our citizens have expressed serious safety concerns about natural disasters and DCNPP, we now respectfully request that Pacific Gas and Electric (PG&E) voluntarily agree to stay relicensing efforts until such time as the advanced seismic studies are completed and independently reviewed.

Mr. Johns, we greatly appreciate the importance of PG&E to our community. The company and its plant bring many critical economic and social benefits to San Luis Obispo County. When you visited our county recently, you made it clear to our citizens through your interview with our..

daily newspaper that PG&E. needs to "earn its customers' trust."

We can think of no better way to do so in our county than to agree to our request. In doing so, PG&E would help to allay many concerns, rebuild Customer confidence, and show that indeed, safety is of the utmost importance.

We, the Board of Supervisors, look forward to continuing a positive and cooperative relationship with PG&E on a variety of related issues. Our citizens are your customers and employees; please agree to our request and work with us as we move forward in the best interests of San Luis Obispo County and the state of California.
