TESTS, AND EXPERIMENTS REPORT AND REGULATORY COMMITMENT EVALUATION REPORT By a March 30, 2010 letter (Serial No.10-084), Virginia Electric and Power Company submitted the annual report of Changes, Tests, and Experiments pursuant to 10CFR50.59(d)(2) and Regulatory Commitment Changes identified in Commitment Evaluation Summaries implemented at Surry Power Station during 2009. Attachment 1 provided a description and summary of the Regulatory Evaluations, and there were no Commitment Evaluation Summaries implemented in 2009. This letter resubmits the report in its entirety and corrects a page numbering error in the March 30, 2010 letter.

Description:
Regulatory Evaluation 09-001 documents a change to the plant safety analysis to revise the minimum assumed flow rates for the inside and outside recirculation spray (RS) pumps to support installation of containment sump strainers.
Summary: The change involves revising the Surry UFSAR safety analysis with a reduction to the assumed minimum flow rates for the outside RS pumps from 3000 gpm to 2900 gpm and an equal increase for the inside RS pumps from 3000 gpm to 3100 gpm. The design basis debris head loss that is applied to-the RS strainers, due to installation of containment sump strainers for GSI-191, increases the suction head loss and reduces the minimum delivered flow. Description:
Regulatory Evaluation 09-003 documents the startup of -Unit 2 to Hot Shutdown with no Main Condenser vacuum.
Summary: Ascension to HSD following a refueling outage is normally achieved with Main Feedwater and Main Condenser vacuum. However, depending upon outage scope and schedule, the Primary may be returned to service prior to the Secondary. This is achieved by using the Auxiliary Feedwater (AFW) and Steam Generator Blowdown systems as a heat sink for the reactor. The AFW system will remain available to fulfill its design functions during this process. The Unit will only be allowed to ascend to HSD and the reactor will not be permitted to be critical or above.

Regulatory Evaluation 09-004 documents the disabling and removal of the Main Control Room (MCR) Bottled Air System from the Station and updating of the UFSAR accordingly.
Summary: The MCR Bottled Air System has been determined to be no longer needed based on the assumptions of the current Alternate Source Term dose analysis of record and performance of tracer gas testing. This change is consistent with the NRC approved Amendments 266 and 265 regarding removing the Bottled Air System from Technical Specifications.
