Mr. Thomas L. Stanton, Associate General Counsel of Spectra Energy Letter to John C. Englander, Goodwin Procter LLP, "Pipeline Relocation Evaluation," dated November 24, 2009

Dear Sir or Madam:

Entergy Nuclear Operations, Inc. (ENO) applied for renewal of the operating licenses for the Indian Point Energy Center Units 2 and 3 (IPEC) to extend the licenses for an additional 20 years beyond the current expiration date, Reference 1. This letter is to correct information contained in Appendix E "Applicant's Environmental Report Operating License Renewal Stage Indian Point Energy Center" regarding the easement for a gas pipeline.

The license renewal environmental report contained a description of the gas pipelines in existing easement in Appendix E, Section 8.1, page 8-9, that says:

"The site is seriously constrained as a result of elevation changes and existing uses.

Due to limited land availability, the proposed south cooling tower pad would be located in an area that is subject to a permanent right-of-way easement granted to the Algonquin Gas Transmission Company ("Algonquin") for constructing, maintaining and operating three natural gas pipelines (one 30-inch main and two 24-inch mains) that traverse the

NL-10-054 Dockets 50-247 and 50-286 Page 2 of 2 Indian Point site. These pipelines enter the eastern portion of the Indian Point site at a location on Broadway, between Bleakley Avenue and the Buchanan Substation, and cross the site in a westerly direction to the bank of the Hudson River. Algonquin's pipelines are used to supply natural gas to all of New England."

The description of the gas pipelines was clarified in Reference 2 and the paragraph in Appendix E should be revised to say:

"The site is seriously constrained as a result of elevation changes and existing uses.

Due to limited land availability, the proposed south cooling tower pad would be located in an area that is subject to a permanent right-of-way easement granted to the Algonquin Gas Transmission Company ("Algonquin") for constructing, maintaining and operating natural gas pipelines. The Algonquin facilities located at IPEC are comprised of a 26 inch and a 30 inch diameter pipeline. These two pipelines enter the eastern portion of the Indian Point site at a location on Broadway, between Bleakley Avenue and the Buchanan Substation, and traverse approximately 2500 feet of the site within a 65' right of way to an area at the southwesterly property boundary on the shore of the Hudson River. At this location, the 26 inch pipeline connects to a 24 inch pipeline and a third pipeline (24 inch diameter) was installed and is tied into the two other pipelines along with valving and internal inspection facilities for all three pipelines. The third pipeline is necessary in the event there is an interruption of service with either of the other two pipelines crossing the Hudson River (one 30-inch main and one 24-inch main). Algonquin's pipelines are used to supply natural gas to all of New England."

There are no new commitments being made in this submittal. If you have any questions or require additional information, please contact Mr. Robert Walpole, Manager, Licensing at (914) 734-6710.

I declare under penalty of perjury that the foregoing is true and correct. Executed on May__.-_,
