Beaver Valley Power Station, Unit Nos. 1 and 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Supplemental Information for the Review of the Beaver Valley Power Station, Units 1 and 2, License Renewal Application (TAC Nos. MD6593 and MD6594), and License Renewal Application Amendment No. 39 Reference 1 provided the FirstEnergy Nuclear Operating Company (FENOC) License Renewal Application (LRA) for the Beaver Valley Power Station (BVPS). Reference 2 requested additional information from FENOC regarding Sections B.2.3 and B.2.5 of the BVPS LRA. Reference 3 provided the FENOC response to Reference 2. Reference 4 provided the Safety Evaluation Report (SER) related to the license renewal of BVPS.

This letter clarifies and expands information addressing the June 4, 2009 conference call between FENOC and the U. S. Nuclear Regulatory Commission (NRC), as discussed in the SER and also FENOC's responses in Reference 3.

The Attachment provides the clarification and expanded information. The Enclosure provides Amendment 39 to the BVPS LRA.

ATTACHMENT L-09-205 Supplemental Information Regarding Beaver Valley Power Station, Units 1 and 2, License Renewal Application, Section B.2.3 Page 1 of 2 Section B.2.3 In a teleconference on Friday, July 24, 2009 between the NRC and FENOC, the NRC requested further clarification on the supplemental volumetric examinations of the BVPS containment liners discussed in the SER. This Attachment clarifies and expands information addressing the June 4, 2009 conference call between FENOC and the NRC (discussed in the SER, page 3-110). It also clarifies and expands information in FENOC's responses to requests for additional information (RAIs) provided in FENOC Letter No. L-09-139, June 1, 2009 (RAI B.2.3-4 and B.2.3-5).

To clarify the inspection plan identified in the Safety Evaluation Report (page 3-110), a random sampling plan will be developed by dividing the UT-accessible containment liner surface into sectors. Each sector will contain a cross section of containment. A random sample of 75 locations will then be selected among the identified sectors. Specific exam locations will be randomly selected.

Each of the exam locations will cover a 1 foot by 1 foot square area. Ultrasonic thickness examination of 100% of the (one foot by one foot square) area will be performed recording the lowest thickness and documenting any degradation patterns.

These random inspections will commence by the end of the 2010 refueling outage at Unit 1 and by the end of the 2011 refueling outage at Unit 2. These inspections will be completed prior to the period of extended operation for each unit. The sampling will consist of 75 locations at Unit 1 and 75 locations at Unit 2. The 75 locations will be randomly selected from the area within the sampling frame, as described above. Any degradation discovered will be addressed in the corrective action process.

The minimum number of non-random samples, as described in the Safety Evaluation Report (page 3-110), focusing on areas most likely to experience degradation based on past operating experience, will be 8 locations for each unit. The Unit 1 examinations will commence on-line, within the current fuel cycle and will be completed prior to the completion of the next scheduled refueling outage at Unit 1, not to exceed December 31, 2010. The Unit 2 examinations will be completed prior to the period of extended operation. Any degradation discovered will be addressed in the corrective action process.

FENOC believes the random and non-random inspections as described above, complemented by the additional IWE visual inspections (of 100% of the accessible liner

Attachment L-09-205 Page 2 of 2 surface), provides a positive, holistic approach to the liner inspection plan. This sampling methodology also provides a reasonable assurance that the intended function of the containment liner will be maintained throughout the period of extended operation.
