Dear Mr. Stuyvenberg:

As President of New York State AFL-CIO, I am' writing in support of the Indian Point Energy Center's license renewal application. Please allow this letter to be reflected inthe Nuclear Regulatory Commission's records..

Our state is facing monumental energy challenges including increasing electricity demand and stagnant energy supply. In fact, the New York Independent System Operator (NYISO) forecasts stable power for only the next nine years, and that is with all current sources of energy operating at full capacity.

Additionally, there are other factors that have sounded the alarm for all New Yorkers. The high costs of natural gas and home 'heating oil are creating a detrimental impact on our economy and impacting'the pocketbooks of New Yoifk's working fam'lies. , The lack of an Article X power plant siting law has also has'curtailed pri'vate energy investment in our-state,iand stifled efforts to grow our state's energy capacity.

While the AFL-CIO strongly supports Governor Paterson's calls to invest in alternative energy and promote greater efficiencies, Wýealso know that these measures alone will not secure New York's long-term energy future. We need a diverse energy portfolio, and must support affordable, reliable and clean base load power. This is one of the many reasons why we support the relicensing of Indian Point Energy Center.

Mr. Andrew Stuyvenberg February 5, 2009 Page Two In addition, a study by the Nuclear Energy Institute found that Indian Point is responsible for more than $700 million in annual regional economic activity.

Indian Point powers our schools, our hospitals and our mass transit infrastructure with more than 2,000 megawatts of low-cost, carbon-free electricity; enough to power nearly two million homes, and power needed to run our schools, our hospitals and our mass transit systems.

Indian Point is right for New York's future, and I urge you to consider these important facts in your deliberations.

Thank you for your attention.
