In accordance with 10 CFR Part 72, Licensing Requirements for the Independent Storage of Spent Nuclear Fuel, High-Level Radioactive Waste, and Reactor-Related Greater Than Class C Waste, 10 CFR 72.140, Quality assurance requirements paragraph (d), Previously approved programs, TMI-2 Solutions, LLC (TMI-2S) is notifying the U.S. Nuclear Regulatory Commission (NRC) of its application of the previously approved Three Mile Island Unit 2 (TMI-2) Quality Assurance Program (QAP) to Independent Spent Fuel Storage Installation (ISFSI) activities at TMI-2.

Reference 1 documents NRC approval for the TMI-2 QAP, which satisfies 10 CFR 71 Subpart H, Quality Assurance for Packaging and Transportation of Radioactive Material. These requirements are maintained through the TMI-2 QAP (TMI2-QA-PG-001). Changes to the TMI-2 QAP have been made in accordance with 10 CFR 50.54(a)(3) and 10 CFR 71.106(b), and periodic submittals of the QAP to the NRC have been performed.

The TMI-2 QAP was revised in May 2023 to support the transition from Post-Defueling Monitored Storage (PDMS) to active decommissioning (DECON). The changes from the PDMS QAP to the Decommissioning QAP (DQAP) were evaluated in accordance with 10 CFR 50.54(a)(3) and 10 CFR 71.106(b). These evaluations determined that there were no reductions in the TMI-2 QAP commitments that required NRC approval. The DQAP will be submitted to the NRC in accordance with the requirements of 10 CFR 50.71(e).
