NRC Requestfor Annual Impingement Abundance Estimates For Selected Fish Species at Indian Point Unit 2 and Unit 3 12 February2008 General Information The NRC has requested Excel files containing the data found in Tables 4-1 and 4-2 of the 1990 Annual Report (EA 1991) for their use to describe the inter-annual changes in impingement abundance of selected fish species at Indian Point Unit .2 ("IP2") and Unit 3 ("IP3") for the period of record 1974 through 1990. Impingement data for IP2 are available for the years 1974 through 1990. Impingement data for IP3 are available for the years 1976 through 1990. The following 12 fish species plus an "all species" category are presented in Tables 4-1 (IP2) and 4-2 (IP3): alewife, American shad, Atlantic tomcod, bay anchovy, blueback herring, bluefish, gizzard shad, hogchoker, rainbow smelt, striped bass, weakfish, and white perch. The "all species" category represents the sum of the 12 "selected fish species" listed above plus all other fish species impinged, and is, therefore, the total annual fish impingement abundance for IP2 or IP3.

The annual impingement abundance data presented in Tables 4-1 and 4-2 have been scaled upward (i.e.,

"adjusted") from the raw counts based two scaling factors: one for collection efficiency and the other for sampling less than the entire annual circulating water flow. The designation "annual total impingement abundance, adjusted for collection efficiency" in the titles of Tables 4-1 and 4-2 refers to the application of the two scaling factors to adjust the IP2 and IP3 impingement data presented. Collection efficiency values deternined during sampling were used to adjust the impingement counts for the possibility that fewer than 100% of the impinged fish were counted. In years from 1981 through 1990, when less than a total census (count) of impingement abundance was made, the count per volume sampled was expanded upward to an annual total impingement abundance based on the total circulating water flow for each unit.

Ouality Control of Table 4-1 and.4-2 Excel Files Following preparation of Tables 4-1 and 4-2 Excel files based on the data presented in the 1990 annual Report (EA 1991), the data in these two tables were subjected to a 100% Quality Control (QC) inspection process to verify the value in each cell of each Excel table against the corresponding values reported in each of the individual Annual Reports for the period, 1974 through 1990. Report content varied from year to year, and the available source data to complete -the QC checks were different for the years 1974 through 1981 than for the years 1982 through 1990. Below we present a brief description of the QC process used-to verify the contents of Tables 4- 1 and 4-2.

(C for 1974 through 1981 The 1990 Annual Report (EA 1991) stated that annual impingement estimates for IP2 and IP3 were adjusted for temperature dependent collection efficiency and re-calculated for the period 1974 through 1981, using new collection efficiency regression equations. For the period 1982- 1990 impingement estimates presented in each annual report used the most recently derived collection efficiency equations

(1982) and are therefore same numbers presented in Tables 4-1 and 4-2 of the 1990 report. Accordingly, the annual total impingement abundance data presented in the Excel Tables 4-1 and 4-2 for 1974-1981 were based on this new collection efficiency adjustment method and had no source in the original annual reports for QC checks. However, Appendix Tables D-2 (IP2) and D-3 (1P3) of the 1990 Annual Report provided both the previously reported counts and the recalculated counts, both adjusted for collection efficiency. Therefore, QC inspection for the years 1974 through 1981 was based on an examination of original -adjusted impingement counts found in each annual report compared to these original estimates as reported in Table D-2 (IP2) or D-3 (IP3) of the 1990 Annual Report, because these recalculated values were not present in the original annual reports. Once those original impingement values were confirmed, the corresponding recalculated adjusted counts were compared to the numbers reported in Excel Table 4-1 (IP2) or Table 4-2 (IP3). Three inconsistencies were discovered through this QC process, and all pertain to the 1979 impingement data as described below.

Table D-2 (IP2) presents 13813 American shad as the previously reported count, but Table A-4 from the 1979 Annual Report.(TI 1980) indicates this value was 13815. Therefore, the recalculated value of 12420, reported in Table 4-1 (IP2), was accepted since the discrepancy was not thought to be material.

TTable D-2 (TP2) presents NA (not available) for gizzard shad as the previously reported count, but Table A-4 from the' 1979 Annual Report (TI 1980) indicates this value was 1344.

Therefore, the recalculated value of 1273, reported in Table 4-1 (IP2), was accepted since the recalculated value must have come from an available number but there was no opportunity to review the actual number from the 1979 data or report.

  • Table D-3 (IP3) presents NA (not available) for gizzard shad as the previously reported.

count, but Table A-5 from the 1979 Annual Report (TI 1980) indicates this value was 455.

Therefore, the recalculated value of 542, reported in Table 4-2 (IP3), was accepted since the recalculated value must have come from an available number but there was no opportunity to review the actual number from 1979 data or report.

(C for 1982 through 1990 For the years 1982 through 1990, the numbers in Excel Table 4-1 and Table 4-2 were compared to numbers reported in each of the annual impingement reports. In all cases, since the Tables in 1990 Annual Report presented impingement abundance numbers adjusted for collection efficiency, the same numbers in the annual reports were used for comparison and verification purposes. The results of the QC process revealed one inconsistency in the annual impingement number of hogchokers reported in the 1984 Annual Report (MMES 1985) for 1P3 (n=9447, Table 111-3) versus the number of hogchokers reported in the Excel Table 4-2 (IP3) as presented it! the 1990 Impingement Report (n=9477). To resolve this discrepancy, we examined the "all species" impingement abundance number reported in the 1984 Annual Reportfor IP3 (n=508759 fish Table 111-3) and compared this tothe "all species" number presented in the Excel Table 4-2 (EP3) of the 1990 Impingement Report for 1984 (n=508759 fish). Since the sum of the individual species countsfrom the 1984 Annual Report totals 508759, including the value for hogchoker

,of n=9447, the hogchoker number as stated in the 1990 Impingement Table 4-2 was considered to be a typographic error and the original value (n=9447) replaced it in Table 4-2.
