To all, I am in the process of setting up a conference call with FENOC for Thursday, March 22, at 3 p.m. EDT/2 p.m. CDT.

The purpose of the call is for FENOC to discuss with us the details of the Exponent report that they have recently decided to make publicly available. FENOC plans on.sending the report to us today, so that we can receive it by tomorrow. One copy will be sent to Region Ill, two copies will be sent to headquarters (Wengert and Collins) and a copy will be sent to the Document Control Desk to be entered into ADAMS as a publicly available document.

This is the report that NEIL has referenced in their letter to FENOC in which they identified what they believe to be a potential safety concern based on the Exponent report.

This is also the same report that Exponent and FENOC discussed with us on March 9, 2007 and stated that there is no safety concern.

I will provide the bridge number and passcode to you all shortly.

Ifyou or any of your staff plans on participating in the call please respond to this e-mail.

I am also in the process of obtaining an electronic copy of the executive summary of the Exponent report today, since we will only have a very short period of time to review the report before the Thursday call. If I am successful I will be sure to forward that to you all as well.

As a reminder, a Region Ill ARB is scheduled for this Monday at 11 a.m. EDT/10 a.m. CDT to discuss this issue. Based on the conversations we have had so far, I believe that the current direction is for Region Ill to transfer the review of any generic aspects of the issue over to the headquarters staff at the ARB.

Region Ill would retain the responsibility for the review of the issue as the issue specifically relates to Davis-Besse. This Davis-Besse specific review action would be accomplished by DRS in Region Ill.
