NORTH ANNA POWER STATION UNITS 1 AND 2 REVISED PAGE NUMBER TECHNICAL SPECIFICATIONS AMENDMENTS 249 AND 229 EMERGENCY DIESEL GENERATOR FUEL OIL TESTING PROGRAM In a May 30, 2006 letter (Serial No.06-320A), Dominion requested license amendments for North Anna Power Station Units 1 and 2 and subsequently received approval for the proposed change in a December 11,2006 letter from the NRC as Amendments 249 and 229 for Units 1 and 2, respectively. The proposed change relocated the ASTM standard used to test the total particulate concentration of the stored fuel oil from TS 5.5.12, Emergency Diesel Generator Fuel Oil Testing Program to a licensee-controlled program. However, the Technical Specification (TS) amendment was issued with the wrong page number. This administrative error was due to the unaccounted, concurrent deletion of several pages of TS Section 5.5 in a previous amendment. To correct this administrative error, Dominion is providing a TS page with the correct page number.
This discrepancy and the submittal of a corrected page were discussed with Mr. Siva Lingam, North Anna Licensing Project Manager on January 3, 2007.

Programs and Manual s 5.5 5.5 Programs and Manuals 5.5.12 Diesel Fuel Oil Testing Program A diesel fuel oil testing program t o implement required testing of both new fuel oil and stored fuel oil shall be established. The program shall include sampling and testing requirements, and acceptance criteria, a1 1 in accordance with appl icable ASTM Standards. The purpose of the program i s t o establish the following:
- a.
Acceptability of new fuel oil for use prior t o addition to storage tanks by determining that the fuel oil has:
- 1. an API gravity or an absolute specific gravity within 1 imits,
- 2. a flash point and kinematic viscosity within limits for ASTM 2D fuel oi 1, and
- 3. water and sediment 50.05%.
- b.
Within 31 days following addition of the new fuel oil to storage tanks verify that the properties of the new fuel oil, other than those addressed in a. above, are within limits for ASTM 2D fuel oil;
- c.
Total particulate concentration of the stored fuel oil i s I 10 mg/l when tested every 92 days; and I
- d.
The provisions of SR 3.0.2 and SR 3.0.3 are applicable t o the Diesel Fuel Oil Testing Program testing Frequencies.
5.5.13 Technical Specifications (TS) Bases Control Program This program provides a means for processing changes t o the Bases of these Technical Speci f i cations.
- a.
Changes t o the Bases of the TS shall be made under appropriate administrative controls and reviews.
- b.
Licensees may make changes t o Bases without prior NRC approval provided the changes do not require either of the following:
- 1. a change in the TS incorporated in the license; or (continued)
