From: Tim Rausch, Site Vice President Instructions: Please share the following information with all personnel at shift turnover meetings. Ensure that you have a face-to-face discussion with your team.
This morning at 10:46, Oyster Creek operators switched to Startup Mode and began readying the station to synchronize to the electrical grid tomorrow. This milestone will mark the conclusion of 1 R21. The OCC will remain manned until the station reaches full power. Thank you for your hard work throughout this refueling and maintenance outage. Please continue to focus on good safety practices as we increase reactor power and return to full power operations.
Throughout this outage, we had inspectorsfrom the Nuclear Regulatory Commission onsite to oversee our inspections on the drywell shell. The NRC did an extensive review of the structural integrity of the drywell shell and evaluated the significance of water found in the trench area inside the drywell. They have concluded that there is no safety significant condition that would prohibit plant startup, and that the drywell shell is capable of performing its designed safety function. The NRC communicated this information to us yesterday, and they have also made it public information on their website in the form of a Preliminary Notification (PN).
The NRC inspection results are as follows:
All UT measurements are greater than the calculated minimum code required thickness for various plates that form the drywell shell.
There are no adverse conditions of the epoxy coating on the outside of the drywell shell in the former sand bed region.
Repairs in and around the trough within the reactor vessel pedestal area did not result in any adverse conditions.
The water discovered in the drywell trenches had no adverse impact on the structural integrity of the concrete floor or the potential for corrosion of the embedded portion of the drywell shell.
There are no adverse conditions with respect to the drywell or torus structural integrity that preclude restart.
