Hello Mr. Jackson:

Attached please find a letter regarding the recent NRC inspection report on Oyster Creek. The "observation" in the torus room troubled us on two counts:

1) NRC has repeatedly wamed licensees not to precondition before tests and inspections, yet AmerGen preconditioned the torus room before the NRC team got there.

2) AmerGen's explanation about water being in the collection jogs for the first time ever is truth-challenged.
