OYSTER CREEK LICENSE RENEWAL SCHEDULE UPDATE On August 18, 2006, the staff issued the Safety Evaluation Report (SER) with Open Items for the Oyster Creek Generating Station (Oyster Creek) license renewal application. The SER contains five open items concerning aging management programs (AMPs) associated with the drywell. During the present refueling outage at Oyster Creek, AmerGen is performing drywell tests, which Region I inspectors are closely monitoring. On the basis of the test results and inspection findings, AmerGen may modify the license renewal AMPs associated with the open items. Due to the delay in receiving and reviewing the modified AMPs, the staff expects to miss the original date of December 1, 2006, for issuing the final SER. The staff plans to issue the final SER by December 29, 2006. Even with the delay, the staff will be able to provide the final SER to the ACRS in time to support the February 2007, Full Committee meeting.
As described in the note to the Commissioner's Assistants on October 5, 2006, the critical path for ;issuance of the license lies with the requirements of the Coastal Zone Management Act regulated by the Department of Commerce and implemented by the State of New Jersey.
Adjustments to the mutually agreed upon schedule may have to be made In order to accommodate this unforseen action.
