SUMMARY

During the month of September 2004, thermal power output continued to coast down from 90%

power as the plant approached its refueling outage. The plant performed three (3) planned downpowers to 80%,

78%, and 78% on September 7th, September 14th, and September 21 st, to perform weekly control rod surveillance testing. On September 24th the plant commenced a reactor shutdown to enter Refuel Outage 16. On September 25th at 0018 the plant removed the turbine from service and at 0414 the plant went sub-critical with all rods in.
