PROPOSED METHOD OF THE NUCLEAR ENERGY INSTITUTE TO UPDATE THE GALL REPORT

Dear Mr. Marion:

Thank you for providing a proposed method for updating the generic aging lessons learned (GALL) Report. Your objective for improving the format and content of the GALL Report to increase the number of direct matches between aging management review (AMR) results of future plant license renewal applications and the GALL Report is consistent with our goal to improve the effectiveness and efficiency of the report. Your proposed changes will be considered during this update. We believe that revising these guidance documents by incorporating past precedents and lessons learned from reviews of earlier license renewal applications will provide a more complete reference and should also reduce the review time needed for NRC to review license renewal applications.

We plan to engage Nuclear Energy Institute (NEI) and other stakeholders during this update process. We will provide a status update of this project during the NEI/NRC public meeting on June 3, 2004, and we will contact Fred Emerson regarding arrangements for future meetings.

If you have any questions regarding this matter, please have your staff contact Jerry Dozier at 301-415-1014 or Amy Hull at 301-415-4095.

Sincerely,

/RA/ SWest for Pao-Tsin Kuo, Program Director License Renewal and Environmental Impacts Division of Regulatory Improvement Programs Office of Nuclear Reactor Regulation Project No. 690 cc: See next page
