RESOURCE NEEDS FOR LICENSE RENEWAL APPLICATION REVIEWS

Dear Mr. Marion:

As a means to establish a predictable workload to manage regulatory product lines and leveldemands for resources, the Nuclear Regulatory Commission (NRC) is assessing its resource needs for Fiscal Year (FY) 2004 as part of the FY 2005 planning and budgeting process. The FY 2004 budget must accommodate increased resource needs for competing priorities that the NRC currently faces. Therefore, we are considering the implications of limiting the number of license renewal applications under review at any one time and would like to solicit input from the industry and interested stakeholders. Limiting the number of applications under review would allow the NRC to continue with the established product lines and better balance resources among all of the critical programs.If the number of renewal applications under review were limited, the intent would be to maintainthe current schedules for completion of the reviews once the reviews were started (i.e., 30 months if a hearing were held and 22 months without a hearing). Also, there would be no change in the resources budgeted for each review.In order to better assess the impacts of limiting the number of renewal applications underreview at any one time, we would like your input in the following areas:A.How can the NRC minimize the impacts on licensees if the number of applications underreview at any one time is limited? B.What criteria should be used for establishing the order in which applications arereviewed (e.g., earliest formal NRC notification of planned submittal or the date the applications are actually received by the NRC)?C.How should changes in submittal schedules be accommodated?

D.What criteria may be needed for special cases, such as a plant with a license that willexpire before its application can be reviewed?
