CONSOLIDATED LIST OF COMMITMENTS FOR LICENSE RENEWAL

Dear Messers. Nelson and Lochbaum:

The purpose of this letter is to request, through the Nuclear Energy Institute, that each applicant for license renewal provide us with a consolidated list of commitments included in the license renewal application with appropriate cross references (e.g., chapter and page number of the license renewal application, Updated Final Safety Analysis Report Supplement location, response to request for additional information or open item number) and the applicable implementation schedule of each item. We plan to include this information, after the staffs review, in our safety evaluation report (SER). This information will be used in the staffs future confirmatory inspections of the applicants programs associated with license renewal (as a site-specific attachment to Inspection Procedure 71003, Post-Approval Site Inspection for License Renewal). While it is not a regulatory requirement, we believe this consolidated list of commitments will increase effectiveness and efficiency of future inspectors to focus on verifying the applicants implementation of the commitments, and will, therefore, reduce potentially unnecessary regulatory burden. Such a list, as a ready reference, will also provide other stakeholders (e.g., the public) with added confidence that necessary commitments have been identified to ensure safe operation of the plant during the period of extended operation. We request that a letter forwarding the consolidated list of commitments be provided to the staff in time to be included in the staffs SER.

Absent the applicants submittal of such consolidated list of commitments, the staff will develop a list to be included in the staffs SER. In this case, the staff will develop the consolidated list of commitments based on its review of various parts of the application.

By letter dated December 11, 2002, Dominion submitted the license renewal commitment list for North Anna and Surry. Please consider Dominions format in standardizing the commitment list and provide corresponding guidance in NEI 95-10, Industry Guidance for Implementing the Requirements of 10 CFR Part 54 - The License Renewal Rule, as appropriate.
