Dear Messrs. Nelson and Lochbaum:

By letter dated January 24, 2003, the Nuclear Energy Institute (NEI) requested the NRC staff's(the staff's) concurrence on the "U.S. Nuclear Industry's Proposed Standard License Renewal Application Format Package." The standard license renewal application (SLRA) format is the result of several public meetings between the NEI License Renewal Task Force and the staff.

The goal for standardizing the LRA format was to improve the efficiency of the staff's review of LRAs. Standardizing the format allows the applicant to present the information in a clear and concise manner. The staff will gain efficiency in reviewing LRAs using the standardized format.The staff has reviewed and concurred in the "U.S. Nuclear Industry's Proposed StandardLicense Renewal Application Format Package" (enclosed). Changes that resulted from the staff's review are indicated on the marked-up copy. The staff's concurrence is only for the format of the SLRA, not for the technical content of the application. The technical content of LRAs is specified in the regulations and guidance is provided by the staff in the updated license renewal guidance documents. As discussed, a clean copy of the standardized format will be included in the next revision to NEI 95-10, "Industry Guideline for Implementing the Requirements of 10 CFR Part 54 - The License Renewal Rule." By letter dated February 26, 2003, NEI responded to a staff request that each license renewalapplication contain a consolidated list of commitments with appropriate cross-references. The industry agreed to identify the high level commitments in their FSAR supplement. The staff recommends that a sample commitment, similar to the one submitted by Duke, be included in the standard license renewal application format. The staff and the industry have agreed to have a public meeting to discuss the supportinginformation to be included in a license renewal application with regard to the time-limited aging analyses to maximize the effectiveness and the efficiency of the review process.
