Aerotest Operations has implemented all planned compensatory measures contained in the "Implementation Plan" dated 22 August 2003 except fo em B. 1. We have started the To further augment the security of the Aerotest Radiography and Research Reactor and to enhance the protection of public health and safety from radiologic exposure, all action items contained in our letter to the NRC datedd_

The Homeland Security Unit of the Contra Costa County, Office of the Sheriff has completed a terrorism assessment of the Aerotest Operations Facility using the Urban Carver Target Evaluation method. In addition to international terrorist organizations, the LLEA evaluated the threat posed by special interest extremist groups, local militia, opportunistic criminals and the disgruntled employee.

The evaluation provided recommendations similar to the NRC's, which were already implemented. The one additional action recommended was to__
