Determination of Area Factors for Soil at the Yankee Rowe Site Page 3 of 35 1.Purpose This analysis is performed to calculate nuclide-specific area factors (AF) for use in conjunction with soil-based derived concentration guideline levels (DCGLs) [1] in order to provide additional assurance that the radiological criteria for license termination established in 10CFR20, Subpart E are met at the Yankee Rowe site.

II. Summary of Results Running the probabilistic modules in version 6.21 of the RESRAD computer code provided peak-of-the-mean doses, which were then used to calculate AFs for residual radioactivity in soil. The approach used to calculate the area factors was the same as that used to calculate nuclide-specific, soil-based DCGLs

[1]. A total of 400 RESRAD runs were made, twenty for each of the 20 nuclides that may present a significant dose impact for license termination at the Yankee Rowe site [2]. Except for a few RESRAD ingestion pathway input parameters that are influenced by changes in the size of the contaminated zone, values for RESRAD input parameters are the same as those used in the DCGL calculation [1]. The values for nuclide-specific area factors are summarized in Table 1.

1. The resident farmer scenario, as described in volume I of NUREG/CR-5512 [3], was assumed as a reasonably conservative scenario for establishing DCGL values for residual radioactivity in soil [1J. The same exposure scenario is assumed for the AF calculations.

In the resident farmer scenario, residual radioactivity is contained in a soil layer on the property that can be used for residential and light farming activities. A residential farming family is postulated to live onsite, raise crops and livestock for consumption and drink water from a ground water source onsite. The dose from residual radioactivity in the soil is evaluated for the average member of the critical group as required by 10CFR Part 20, Subpart E and described in NUREG-1727 [4]. The critical group represents the group reasonably expected to receive the greatest exposure to residual radioactivity.

The potential exposure pathways that define the residential farmer scenario are:

a. Direct exposure to external radiation from radionuclides in the soil
b. Internal dose from inhalation of airborne radionuclides, and
c. Internal dose from ingestion of radionuclides in (1) Crops grown on the property and irrigated with water obtained onsite, (2) Meat and milk obtained from livestock fed fodder and water produced onsite, (3) Drinking water from an onsite well, (4) Fish from an onsite pond and (5) Soil.
2. As the contaminated area decreases, the values for the following 3 ingestion pathway input parameters are assumed to also decrease: the contaminated fractions of plant food (FPLANT), meat (FMEAT), and milk (FMILK) originating from the site.
3. The contaminated fractions for drinking water (FDW), livestock water (FLW), irrigation water (FIRW),

and aquatic food (FR9) are assumed not to decrease as the size of the contaminated zone decreases.

Setting the values for these input parameters equal to 1.0 incorporates the assumption that all water used by the resident farmer comes from the site (i.e., well), regardless of the size of the contaminated area.

4. Another input parameter that is influenced by changes in the size of the contaminated zone is the length parallel to aquifer flow (LCZPAQ). A proportionate reduction in the value for this parameter is assumed as the size of the contaminated zone decreases.
5. The year in which the maximum dose occurs may vary depending on the nuclide. The concentration delivering the maximum dose will be selected for the basis of the AF without regard to year of occurrence.
6. An initial soil concentration of 1 pCi/g is assumed for each nuclide.

V. Method of Calculation

1. As in the calculation of DCGLs [11, the conceptual model underlying the development of AFs for the Yankee site is based on the site characteristics expected at the time of release of the site. The model is comprised of a contaminated zone underlain by an unsaturated zone underlain by a saturated zone. The contaminated zone is assumed to be at the ground surface with no cover material and the ground water is initially uncontaminated. The model as described is consistent with that described by Yu et al. [5].

RESRAD 6.21 enables site modeling through its many input parameters, and includes probabilistic modules [6, 7, and 8] that provide peak-of-the-mean (PoM) doses as discussed in NUREG-1727 [41 and draft NUREG-1757 [9].

Determination of Area Factors for Soil at the Yankee Rowe Site Page 7 of 35 The method used in YA-CALC-01-002-03 [1] to calculate the nuclide-specific DCGLs is used here to calculate nuclide-specific AFs. The RESRAD computer code version 6.21 [5, 6] is used to calculate probabilistic (i.e., PoM) doses, which are then used to compute AFs. The PoM doses from YA-CALC 002-03 [1], summarized in Table 2, serve as base case doses in this calculation.

2. DCGL values may be scaled up through the use of area factors to obtain a DCGL that represents the same dose from residual radioactivity over a smaller area within a survey unit [4]. The scaled-up value is designated as DCGLEMC, where EMC stands for elevated measurement comparison. The DCGLEMC is computed as the product of the DCGL and the area factor.

From this relationship it follows that, for a small area of elevated concentration within a survey area, the area factor is the ratio of the nuclide concentration in the smaller area that results in the same dose as the dose from a concentration equal to the DCGL.

AF = (DCGLEMC)/(DCGL) (2)

AF values calculated here are computed directly from the probabilistic doses rather than from DCGL values and therefore a variation of Equation (2) is used. In YA-CALC-002-03 [1], DCGL values were calculated using the relationship:

In the RESRAD executions for AFs, input parameter values are the same values as those used to calculate DCGLs, except for the ingestion pathway input parameters discussed below and in Section IV (i.e., the contamination fractions for edible plants, meat, and milk originating from the site). These fractions indicate the portion of a person's total diet that originates in the contaminated zone. As the area decreases, it is reasonable to assume that the fraction of a person's diet from the contaminated zone will decrease in proportion to the size (assumptions 2 and 3 above). The soil DCGLs were developed using a value of 1.0 for each of the contamination fractions, which incorporated the assumption that 100% of plant food, meat, and milk was obtained from an area equal to 13022 m2 (the size of the contaminated zone at Yankee Rowe [1]). As applied to plants, use of a FA value equal to 1.0 in the calculation of the soil DCGLs effectively multiplied Equation D.5 by a factor of 2 to yield a FA value of 1.0 for areas equal to or greater than 1000 M2. As applicable to meat and milk, Equation D.5 was adjusted for the size of the contaminated zone used in the calculation of the soil DCGLs, (i.e., FA = 1.0 when the contaminated area was 13022 M2 ).

Input values for FPLANT used in this calculation are determined as follows:

5. The RESRAD 6.21 analyses are executed using 2000 observations and 1 repetition. The Latin Hypercube Sampling (LHS) technique is used to sample the probability distributions for each of the stochastic input parameters. The correlated or non-correlated grouping option is used to preserve the prescribed correlation, and a random seed of 1000 is used to preserve the prescribed sampling technique.
6. RESRAD 6.21 runs are performed for the 20 nuclides that have been identified as nuclides presenting a significant dose impact for license termination at the Yankee Rowe site [2]. They are: H-3, C-14, Fe-55, Co-60, Ni-63, Sr-90, Nb-94, Tc-99, Ag-108m, Sb-125, Cs-134, Cs-137, Eu-152, Eu-154, Eu-155, Pu-238, Pu-239, Pu-241, Am-241, and Cm-243.

VI. Calculations

1. RESRAD input files were created for each nuclide using the values shown in Tables 3 and 7. Table 3 presents the values for the parameters that change with a change in size of the contaminated zone.

Table 7 provides a complete listing of parameter values incorporated into the base cases.

2. Table 4 summarizes the RESRAD results (i.e., PoM doses).
3. Table 5 provides the relative fractions for the PoM doses by nuclide. The fractions given in Table 5 are relative to base case PoM doses. These data are also displayed in Figure 1.
4. The AFs, shown by nuclide in Table 6, are calculated by taking the reciprocal of the relative fractions in Table 5. AF curves are shown by nuclide in Figure 2.
