Derived Concentration Guideline Levels for Soil at the Yankee Rowe Site Page 3 of 28 1.Purpose This analysis is performed to calculate nuclide-specific, soil-based derived concentration guideline levels (DCGLs) that will provide assurance that the radiological criteria for license termination established in 10CFR20, Subpart E are met at the Yankee Rowe site. For unrestricted release of a site, 10 CFR Part 20 requires that (i) the annual total effective dose equivalent (TEDE) from residual radioactivity to an average member of the critical group does not exceed 25 mrem and (ii) residual radioactivity be reduced to a level that is as low as reasonably achievable (ALARA). The approach used in this calculation is based on and consistent with NRC guidance provided in NUREG-1727 [1] and the draft NUREG-1 757 [2].

I. Summary of Results

1. Running the probabilistic modules in version 6.21 of the RESRAD computer code provided peak-of-the-mean doses, which were then used to calculate DCGLs for residual radioactivity in soil. A total .of 20 RESRAD runs were made, one for each of the 20 nuclides that may present a significant dose impact for license termination at the Yankee Rowe site [3]. Input values for the RESRAD DCGL runs accounted for the results of an earlier sensitivity analysis (SA) [4] through use of 25 and 75 percentile values for all identified sensitive parameters. The nuclide-specific DCGLs for soil are summarized in Table 1 below.

1. The resident farmer scenario, as described in Volume 1 of NUREG/CR-5512 5], is assumed as a reasonably conservative scenario for establishing DCGL values for residual radioactivity in soil. In this scenario, residual radioactivity is contained in a soil layer on the property that can be used for residential and light farming activities. A residential farming family is postulated to live onsite, raise crops and livestock for consumption and drink water from a ground water source onsite. The dose from residual radioactivity in the soil is evaluated for the average member of the critical group as required by 10CFR Part 20, Subpart E and described in NUREG-1727 [1]. The critical group represents the group reasonably expected to receive the greatest exposure to residual radioactivity.

The potential exposure pathways that define the residential farmer scenario are:

a. Direct exposure to external radiation from radionuclides in the soil
b. Internal dose from inhalation of airborne radionuclides, and
c. Internal dose from ingestion of radionuclides in (1) Crops grown on the property and irrigated with water obtained onsite, (2) Meat and milk obtained from livestock fed fodder and water produced onsite, (3) Drinking water from an onsite well, (4) Fish from an onsite pond and (5) Soil.
2. An initial, evenly distributed soil concentration of 1 pCi/g is assumed for each nuclide. The year in which the maximum dose occurs may vary depending on the nuclide. The peak-of-the-mean dose associated with an initial concentration of 1 pCilg will be selected for the basis of the DCGL without regard to year of occurrence.

1. RESRAD version 6.21 [8] was used to calculate all doses associated with residual radioactivity is soil.

RESRAD enables site modeling through its many input parameters. RESRAD 6.21 includes probabilistic modules [9, 10, and 11] that provide peak-of-the-mean doses. NUREG-1727 [1] and draft NUREG-1757 [2] both discuss the application of the peak-of-the-mean doses to derive nuclide-specific DCGLs. The DCGLs developed here for the Yankee Rowe site are based on peak-of-the-mean doses, which are calculated using an approach that is consistent with NRC guidance.

The conceptual model underlying the RESRAD modeling of the Yankee site is based on the site characteristics expected at the time of release of the site. The model is comprised of a contaminated zone underlain by an unsaturated zone underlain by a saturated zone. The contaminated zone is assumed to be at the ground surface with no cover material and the ground water is initially uncontaminated. The model as described is consistent with that described by Yu et al. [8].

2. Execution of the RESRAD code requires input for many behavioral, metabolic, and physical parameters. YA-CALC-01-001-03 [4] documents a sensitivity analysis performed on all of the RESRAD input parameters to identify those that have the greatest influence on the peak of the mean dose. The Partial Rank Correlation Coefficient (PRCC) was used in that analysis to identify sensitive input parameters. A parameter was identified as sensitive if the absolute value for the PRCC was greater than 0.25. Most of the RESRAD input parameters were determined to be non-sensitive (that is, the I PRCC <0.25, indicating that variations in values have little influence on the peak-of-the-mean dose). However, some input parameters were identified as sensitive (that is, the I PRCC 1Z0.25, indicating variations in parameter values influence the peak-of-the-mean dose). The RESRAD input parameters identified in YA-CALC-01-001-03 [4] as sensitive are summarized in Table 2.

3. Values used for RESRAD input parameters here are the same as those used in the SA [4], except for the values assigned to the sensitive parameters listed above. For non-sensitive parameters, either deterministic values or national distributions are used as input. For all sensitive parameters, either 25 or 75 percentile values are used as input for peak-of-the-mean dose calculations. The percentile values are obtained from the same parameter distributions used in the SA. The 75th percentile is used as deterministic input when the PRCC for a given parameter in the SA was 20.25 and a positive value, and the 25th percentile value was used when the PRCC for a given parameter in the SA was 0.25 and a negative value.

The 25 and 75 percentile values are obtained from the RESRAD .mco" files generated in the SA 4]

using the following method.

a. Open the RESRAD-generated *.mco" file from the SA using the "Interactive Output" button on the RESRAD navigator.
b. Click the "Results' tab in the interactive output window.
c. Click on the Graphics" tab.
d. Select Input vector" by scrolling through the choices under the Primary Object" prompt.
e. Select the desired parameter by scrolling through the choices under the Input Vector" prompt.
f. Right click on the cumulative probability graph and select "Edit Chart Data."
g. Scroll down until the desired percentile (i.e., 0.25 or 0.75) is visible in column C2.

The corresponding value in C1 is the percentile value.

A comparison of the 2 5 h and 75th percentiles values to the mean values for the national distributions used in the SA is included in this calculation to provide assurance that they are reasonably conservative.

4. All peak-of-the-mean doses are calculated with the probabilistic modules in RESRAD 6.21. The analyses are executed using 2000 observations and 1 repetition. The Latin Hypercube Sampling (LHS) technique is used to sample the probability distributions for each of the stochastic input parameters. The correlated or non-correlated grouping option is used to preserve the prescribed correlation, and a random seed of 1000 is used to preserve the prescribed sampling technique.

RESRAD 6.21 runs are performed for 20 nuclides that have been identified as nuclides presenting a significant dose impact for license termination at the Yankee Rowe site [3]. The 20 nuclides are: H-3, C-14, Fe-55, Co-60, Ni-63, Sr-90, Nb-94, Tc-99, Ag-108m, Sb-125, Cs-134, Cs-137, Eu-152, Eu-154, Eu-155, Pu-238, Pu-239, Pu-241, Am-241, and Cm-243.

5. Nuclide-specific DCGLs are calculated from the peak-of-the-mean doses following equation 1 below.

1. RESRAD files (*.mco) from the SA [4] were accessed and the percentile values were obtained according to the procedure outlined in Section V.4 above. The percentile values for the sensitive input parameters and affected nuclide are shown below in Table 3.

[4] to the 7 5m percentile values obtained from the RESRAD files. In all cases, the 75 th percentile values were greater than the mean value of the distributions, indicating that their selection increased conservatism in the respective RESRAD input parameters.

3. RESRAD input files were created for each nuclide. Table 6 provides a complete listing of parameter values incorporated into input files.
4. Results of the RESRAD runs are summarized in the table below. All DCGLs were calculated as described in Section V.6 above. DCGL values are rounded to 2 significant digits.

Note: All code executions were performed on an e-Machine T2615 (AMD Athlon 2600+) computer using Microsoft Windows XP Home Edition (version 2002) as the operating system.
