I talked to Gary H yesterday about DB SDP--stop by or give me a call today. He indicated that he was still marking up Steve Long's work, that product was due out of NRR tomorrow, but that he expect it will indicate unresolved issues. I told him I wanted to write up our input.

A Davis Besse Lessons Learned report was published in early October. Based on the recommendations of this report, a Senior Management Action Review Team (SMART) is to hold an offsite meeting to come up with a proposed action plan. This offsite meeting will likely be held sometime during the week of October 21. Carl Paperiello will head this team. Other members are Ashok, Ellis Merschoff, Marty Virgilio, and Sam Collins.

To support Ashok's participation in this team, Gary (with the help of Chris) will be doing the following:

- get a copy of the DB lessons learned report from Joe Donoghue (or Ed Hackett). Joe and Ed are members of the task team that wrote the lesson-learned report.

- review the report with focus on consistency with OERAB/RES activities. In particular, look at Sec 3.1.1 (Significant operating experience involving boric acid leakage and corrosion), Sec 3.1.6 (NRC operating experience review and assessment capabilities), and Appendix E (primary system leakage and boric acid corrosion operating experience at U.S. PWRs)

- search for and document previous Davis Besse events that we had AIT/lIT or ASP analyses for.

Compare number and severity of events to those at other plants. Note: the SMART will be getting NUREGs 1154 and 1201 on the 1985 DB main and aux feedwater event, and the 1999 reports on the DB corrosion event - so our search should, at the least, include these events. What Ashok may be looking for here is whether the licensee has a better/worse record than the average licensee, and issues of safety culture, trends, etc.

- Talk to Jay Persensky about his NUREG on licensee's corrective action program. See if the current DB event (or previous DB events) fall into the category where corrective actions were not properly implemented.

- summarize findings from NRR's SDP analysis of the current event, and OERAB's and DET's comments on this analysis.

Output of this task should be bullets addressing the above topics. If, during the review, other topics present themselves that may be of interest to Ashok - discuss these with PatB or Mike before doing more work on them.

Please plan on briefing Pat and Scott on these bullets by 10/17.

We also are getting copies made of the additional reports that are going to be reviewed by the senior managers. The first two were copied and delivered to Scott and Farouk yesterday. Shirley is supposed to send the others to me to get copied and distributed.
