Dear Commissioners and Staff:

By letter dated December 21, 2001, the Pacific Gas and Electric Company (PG&E) submitted an application to the U. S. Nuclear Regulatory Commission (NRC) for a 10 CFR 72 site-specific license to build and operate an independent spent fuel storage installation (ISFSI) at the Diablo Canyon Power Plant site. The application included a Safety Analysis Report (SAR), Environmental Report (ER), and other required documents in accordance with 10 CFR 72.

By letter dated August 29, 2002, the NRC staff requested additional information needed to continue their review of the Diablo Canyon 1SFS1 License Application.

PG&E submitted its response to the NRC staff by letter dated October 15, 2002 (PG&E Letter DIL-02-009).

Enclosure I contains supplemental information to address additional NRC blasts and explosions questions and updates information provided in PG&E Letter DIL-02-009, dated March 15, 2002. Enclosure 2 contains a list of attachments followed by the attachments. Enclosure 3 contains a non-proprietary version of Holtec Report No. HI-2002563. A proprietary version of this report was transmitted to the NRC in PG&E Letter DIL-03-006, dated March 27, 2003. contains a draft of the Diablo Canyon ISFSI SAR Sections 2.2.2, 8.2.1, 8.2.5, 8.2.6 and 8.2.18 and Tables 3.4-1, 7.4-13 7.4-2, 7.5-3, 7.5-4, and 8.2-11. contains a draft Diablo Canyon ISFSI ER Table 5.1-1. The drafts will be incorporated into the Diablo Canyon ISFSI SAR, Amendment 2, and Diablo Canyon ISFSI ER, Amendment 2 and submitted to the NRC at a later date coincident with final responses to all outstanding NRC information requests and open items.
