Subject:

CESSAR Amendment 9: Request for Information

Reference:

NRC Letter, C. O. Thomas to A. E. Scherer, dated November 26, 1984

Dear Mr. Thompson:

The Reference requested information concerning the modified acceptance criteria for CESSAR-F Section 14.2.12.5.17, Main and Emergency Feedwater Systems Test.

In response to that request, the following information is provided.

Amendment 9 to CESSAR-F deleted acceptance criterion 5.2 for the aforementioned test. Subsequent conversations with the NRC Staff have indicated that an acceptance criterion on water hammer is required to resolve this issue. C-E will therefore add the following acceptance criterion to CESSAR test 14.2.12.5.17, Main and Emergency Feedwater Systems Test.

5.2 No effects due to water hanmer are detected. Check for water hammer noise utilizing appropriately placed personnel or check for water hammer vibration utilizing suitable instrumentation.

This acceptance criterion will be added to CESSAR in a future amendment. C-E understands that this acceptance criterion is currently met by existing procedures at Palo Verde Nuclear Generating Station and, therefore, does not constitute a change to their preoperational testing program as approved by the NRC.

C-E believes that this commitment completes the action required by the Reference and satisfactorily closes this issue. If you have any questions or comments, please feel free to contact me or Mr. T. J. Collier of my staff at (203) 285-5215.

Very truly yours, COMBUSTION ENGINEERING, INC.
