Dear Mr. Eisenhut:

Reference (A) requested a description of the measures that Combustion Engineering (C-E) was undertaking to address apparent inconsistencies noted between the Palo Verde Technical Specifications and CESSAR-F. Additionally, C-E's actions to verify design control adequacy was requested. Reference (B) provided the response to those requests and committed to discuss with the NRC Staff the results of an independent audit, conducted by C-E, of the Palo Verde safety analyses (and applicable CESSAR-F analyses).

Attached for your review is a copy of the aforementioned independent audit report. The audit found no serious technical errors, no safety concerns and no systematic error patterns. The C-E design process was found to be adequate and conservative.
