Dear'Mr. Boyd:

In Reference 1 you described the process by which the Combustion Engineering .

Standard Safety Analysis Report Preliminary Design Approval #2 (CESSAR PDA #2) would be extended. Combustion Engineering submitted the CESSAR Final Safety Analysis Report on October 20, 1978 via Reference 2. Included, as Appendix A to that document, is an assessment of our status of compliance with the Category I, II and III requirements established by the Regulatory Requirements PeviewCommittee'(RRRC). A commitment was also included to address, on or about December l',1978, ~ those items not yet acted upon by the RRRC and which, as a result, have been placed in Category IV. That submittal will provide the NRC with all of the information required of_us by Reference 1 and we therefore request that PDA #2 be extended until December 31, 1980.

We also wish to take this~ opportunity to reaffirm our conviction that imposing a fee for extending PDA #2 is inappropriate. Our position is based on the timeliness of.our PDA extension application and on the inequities of any PDA extension fee ~as described in Reference 3, a copy of which was provided to you.
