= <<Y4 1976

Dear Mr. Stello:

Utdi NUCIRAR REOIIL*TORY, 3 COMMISSION Mell Sect tact Re: Turkey Point Plant Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed Amendment to Facility 'Operating Licenses DPR-31 and DPR-41 Supplemental Information Mr. Lear's letter to Dr. Uhrig dated April 6, 1976, requested additional information related to our proposed modification of the spent fuel storage facility for each unit which was submitted on January 28, 1976. We have provided the requested information by revising the safety analysis report in the original submittal.

The attached Spent Fuel Storage Facility Modification Safety Analysis Report supersedes the safety analysis report of our January 28, 1976 submittal. Appendix A of our revised safety analysis provides the NRC questions with responses. In several instances, additional time will be required to provide the requested information. In these instances we have listed the dates by which we intend to provide the information. Also attached is a revised schedule for the completion of the liner repair program and proposed rack modification.

We have combined the spent fuel pool liner repair program with our augmented rack storage program. This minimizes fuel movements and any adverse impact on unit availability. The program precludes an unnecessary outage of Units 3 and 4.

The liner repair method requires that the rack design be changed to that of a free standing design similar to that licensed in December 1975, for Duke Power Company, (Docket No. 50-287). These design details will be provided in response to NRC Question ~<16.

Nr. Victor Stello, Jr., Director April 30, 1978 .
