Perryman, dated May 12, 2017, "Turkey Point Units 3 and 4, Seabrook Unit 1, 10 CFR 50.46 Report for the Vessel Average Temperature Uncertainty" 10 CFR 50.46 - Emergency Core Cooling 30-Day Report In accordance with 10 CFR 50.46(a)(3)(ii), Florida Power & Light's Turkey Point Nuclear Plant (FPL), and NextEra Energy Seabrook, LLC (hereby referred to as NextEra), are submitting this 30-day report for the Turkey Point Nuclear Plant (PTN), Units 3 and 4, and Seabrook Station (SBK) for the emergency core cooling system (ECCS) analysis performed by Westinghouse Electric Company, LLC.

Per Reference 1, NextEra was informed of a hysteresis issue for plants with Weed Resistance Temperature Detectors that applies to the Reactor Coolant System (RCS) average temperature accident analysis initial condition uncertainty. This issue was evaluated as having a negligible impact on the Large and Small Break LOCA analysis results, leading to a Peak Clad Temperature (PCT) impact of 0°F.

Although there is no change to the PCT, this information is being submitted within 30 days of Westinghouse notification since both Turkey Point and Seabrook are above a cumulative change of 50°F. Enclosed are the peak cladding temperature "rack up sheets" for Turkey Point Units 3 and 4, and Seabrook showing a PCT impact of 0°F.
