PALO VERDE NUCLEAR GENERATING STATION UNIT 1 Gentlemen:
Thank you for your letter of December 31, 1987, in response to our Notice of Violation and Inspection Report No. 50-528/87-38, dated December 4, 1987.
Based on the new information provided in your letter and the discussion of that information during an inspection conducted January 11-15, 1988, we have concluded that the Notice of Violation relating to Technical Specification 6. 2. 2. 2, concerning staff working hours, is not valid.
Our records will be amended to reflect the withdrawal of the Notice of Violation.
We expect that your decision to revise the language of Administrative Control procedure 10 AC-OZZ07, "Overtime Limitations," to specifically include contractor personnel performing safety-related functions as discussed in PVNGS Technical Specification 6.2.2.2. will provide additional assurance of compliance with the intent of the requirement.
In addition, during future inspections, we will be observing the effectiveness of the revised organization in improving the performance in the areas identified in the comments contained in our letter of December 4, 1987.
Should you have any questions concerning this matter, we will be glad to discuss them with your staff.
